SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency ( DISA) is seeking sources for IT Technical & Operations Support CONTRACTING OFFICE ADDRESS: DISA, Procurement Directorate (PLD), Defense Information Technology Contracting Organization (DITCO)-Scott, 2300 East Drive Bldg 3600, Scott AFB, IL, 62225-5406. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small and large businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Acquisition Team is seeking information for potential sources for IT Support Services to be provided by the Contractor to perform numerous IT Technical and Operations Support tasks for DISA DECC Montgomery in Montgomery AL. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1028-08-D-2025, TO0014 Contract Type: FFP Incumbent and their size : SAIC/Large Business Method of previous acquisition: Full and Open Competition CURRENT PROGRAM/EFFORT: Developing list of sources and initiating Market Research procedures to result in a Replacement Contract in the April 2016 Time Frame. Requests for Proposals (RFPs) anticipated for early 2015. All work on this contract is performed at DISA DECC Montgomery. REQUIRED CAPABILITIES: Tasks include project and systems management, system processing strategies, mid-tier, client- server installation, processing and recoveries, database administration, system administration, change, configuration and asset management, (control services), facilities management, LAN support, computer performance analysis, workload balancing, specialized training, special studies and analysis, and centralized and remote enterprise server management and 24/7 service desk operations. The contractor shall comply with the appropriate Department of Defense (DoD) approved architectures, programs, standards, and guidelines (e.g. DISA Security Technical Implementation Guides (STIG), DISA Computing Services and local DECC Montgomery policies and procedures) as appropriate. Individuals assigned to the Control Services area should have an understanding of how the 3 processes function in an Information Technology Infrastructure Library (ITIL) aligned organization. This knowledge could be obtained within 30 days of assignment. Contractor will attend Briefings, Planning Meetings and Conferences in support of the various tasks. The contractor shall accomplish site/facility surveys to assist in planning facility modifications as well as determining methods to better utilize existing floor space and the impacts of installing new hardware, removing/relocating hardware. They will develop, maintain and ensure compliance with information systems security procedures for mid-tier operating environments, databases, and web applications. Provide experience personnel for the System Support Office to successfully accomplish implementation and migrations to subsequent upgrades of Unisys mainframe operating systems, system libraries, and associated third party products. SPECIAL REQUIREMENTS: The work to be performed under this contract is up to and including the Secret level and positions are IT-I for systems access. The company must have a final or interim Top Secret Facility Clearance (FCL) from the Defense Industrial Security Clearance Office (DISCO). For contractor employees, it requires a minimum of interim Secret security clearance and interim IT-I eligibility when performance starts. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541511, with the corresponding size standard of $27.5. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business; •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
