- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is N68335-14-P-0286 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 332216 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit quotes.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-11 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Oak Harbor, WA 98278 The NAWC-AD Lakehurst requires the following items, Brand Name or Equal, to the following: LI 001: Hoist Equipment, APU (AE1 31-9) Part Number C49007-1 or Equal NSN: 1710-01-473-6685 The C-40 A/C has a requirement at the O-level to remove and replace the C-40 Auxiliary Power Unit (APU) for scheduled and unscheduled maintenance on the Boeing A/C equipment #0143, Roamel #49-0143. The APU hoist equipment must be able to be attached to the APU list fittings in the APU compartment., 1, EA; LI 002: Tool, Lower Bearing Seals Replace Part Number C32017-43 or Equal NSN: 5120-01-587-3944 The C-40 A/C has a requirement to remove/install CFM56-7 thrust reversers off the CFM 56 engines when overhead lifting equipment is not available. The sling equipment must be able to be used in conjunction with the ground based boom hoist. The sling assembly will consist of a -2 sling assembly, two -13 thread protectors and a-342-3/4 master link in a box. The ground based boom hoist along with the sling equipment allow for removal of the thrust reverser translating sleeve, inlet cowl and strut aft fairing when there is no vertical lifting available. The ground based boom hoist must have casters that allow for easy movement around the engine and an integral hand pump which enhances portability and simplicity., 1, EA; LI 003: Sling Equipment, T/R CFM56-7 Thrust Reverser R/R Part Number C78018-47 or Equal NSN: 3940-01-472-4130 The C-40 A/C has a requirement for a tool to replace the MLG Lower Bearing Seals when warranted, the seals have inner and outer cylinders that must be mated together, and there is a strap that holds the upper sleeve in position inside the outer cylinder, and the tool, lower bearing will allow for removal of the lower seals., 1, EA; LI 004: Remove/Install Equip, NLG Lower Seals Part Number C32016-33 or Equal NSN: 5120-01-543-9960 The C-40 A/C has a requirement at the O-level to remove and replace the nose landing gear (NLG) shock strut lower seals when warranted, and it is used to replace both dynamic and static seals. The remove and install equipment must be used with an axle jack which will allow the Fleet to perform this maintenance., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAWC-AD Lakehurst intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The warranty should be the same as that which would have been provided with a Factory New item. Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
