- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement will be Firm-Fixed P rice, Brand Name or Equal, IAW FAR 52.211-6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is NIAID RFQ14B1698408 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, 7/25/2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 325413 with a small business size standard of 500 employees. This requirement is unrestricted and all interested vendors may submit a quotation. The National Institutes of Health (NIH) has a requirement for the following Becton Dickerson equipment listed below or equal. The list of contract line item number(s) and associated items and quantities are as follows: CLIN# 0001, Quantity 2 each, Becton Dickerson Biosciences FACSCanto Win 7 Z220 Workstation Bundle (Catalog# 657751) or equal. CLIN# 0002, Quantity 2 each, Becton Dickerson Biosciences, FACSCanto II Win 7 Z220 Workstation Bundle (Catalog# 657753) or equal. Specifications for FACSCanto and FACSCanto II: The BD FACSCanto™flow cytometry system delivers system is CE marked to the IVD directive with 10-color capability. Optical enhancements and a 4-3-3 configuration deliver high sensitivity and resolution for accurate results. The BD FACSCanto system automates many features to help streamline process and reduce hands-on time for operators. The BD FACS™ Loader, for example, allows operators to walk away from the cytometer after the System For Award Managementples are introduced, to free time for other activities. Features including quality control and single-tube instrument setup help operators rapidly learn to run routine clinical applications to improve the reliability and consistency of results. To further simplify operation, BD FACSCanto™ clinical software automates setup, compensation analysis, and quality control for predefined clinical applications. Specifications for LSR/Fortessa: The BD LSRFortessa analyzer can be configured with up to 4 Lasers- blue, red, violet, and UV- which enables the detection of up to 18 colors simultaneously. The BD LSRFortessa may be upgraded subsequently with additional or new lasers from BD, as future requirements dictate. Built on a proven platform, BD LSR analyzers feature innovative designs for both the excitation optics and collection optics that reduce excitation losses and improve light collection efficiency. The result is optical efficiency that delivers maximum sensitivity and resolution for multicolor applications by reducing excitation laser light loss, and improved fluorescent signal collection. CLIN# 0004, Quantity 1 each, Becton Dickerson Biosciences, FACSAria Win 7 Z220 Workstation Bundle (Catalog # 657757) or equal. Specifications for FACSAria: The BD FACSAria Workstation Bundle delivers proven multicolor performance. Its fluidics and optical systems include unique design innovations precisely integrated to maximize signal detection. These innovations include the laser excitation optics, the patented flow cell with gel-coupled cuvette, and the highly efficient, patented octagon and trigon modules. Together, these systems allow the BD FACSAria III to achieve unrivaled sensitivity and resolution. The BD FACSAria III is powerful and expandable. The system can mount up to six lasers, so you can choose the configuration that meets application, budget, and site requirements. An innovative new X-mount optical plate makes this possible. It accommodates easy expansion to six lasers and four spatially separated beam spots. Wavelength choices now include 561-nm and 445-nm lasers, as well as the 488-nm, 633-nm, 405-nm, and 375-nm lasers. Mount up to 20 detectors, and measure a maximum of 18 colors simultaneously. This award shall Include Delivery and Installation. Delivery: The government anticipates delivery to be made within 90 days from the date the contractor receives award. The government will evaluate, in regards to time of delivery, offeror's that propose delivery within the applicable delivery period specified above. F.O.B. Destination. Offeror's that propose delivery that will not clearly fall within the applicable anticipated delivery period specified above will also be considered. The Government reserves the right to awar d either the anticipated delivery schedule or the proposed delivery schedule. If the offeror proposes no othe r delivery schedule, the anticipated schedule above will apply. In accordance with FAR 52.212-2 Evaluation-Commercial Items 1) Technical-Meeting or exceeding the minimum specifications. Evaluation of technical Capability shall be based on the information provided in the quotation. The Government will evaluate whether the contractor has demonstrated that their proposed equipment meets or exceeds all requirements. Quotations that do not demonstrate that the proposed equipment meets all requirements will not be considered further for award. Contractors responding shall also include product literature which addresses all specifications and clearly documents that the product offered meets or exceeds the specifications identified herein. The quoter must indicate whether it is proposing the Brand Name requested or an equal product. If proposing an equal product quoter must provide complete specifications for Government evaluation. The contractor shall include past performance information. 2) PastExperience Past performance will be evaluated to determine the overall quality of the product and service provided and the Contractor's history of meeting delivery schedule s for prior deliverables. 3) Price The price will be evaluated for price reasonableness. and affordability for the Government. By submission of an offer, the quoter acknowledges the requirement that a prospective awardee shall be registered in the System For Award Management ( SAM) database prior to award, during performance, and through final payment of any purchase order resulting from this solicitation.
