- THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE. This notice is issued by NASA JSC to inform industry of NASA's intent to increase the "not-to-exceed" Indefinite Delivery Indefinite Quantity (IDIQ) value of the Integrated Graphics Operations and Analysis Laboratory (IGOAL), NNJ10HB03C. The IGOAL contract provides the Software, Robotics, and Simulation Division (SRSD) with technician and engineering capabilities in order to (1) develop, maintain and upgrade computer graphics software tools; (2) generate video documentations of missions and conceptual systems; (3) provide support for man-in-the-loop systems engineering and analysis, and (4) operate and maintain the IGOAL laboratory for such activities. NASA/JSC intends to purchase the items from Tietronix. Tietronix has been the incumbent contractor for the IGOAL contract since the contract start date of October 1. 2010.As the incumbent contractor, Tietronix has performed research in the above four disciplines such that interruption of these activities would be detrimental to their ultimate outcomes. The projects to be performed associated with this increase are highly technical and require a breadth of in-depth knowledge that is unique to Tietronix. Tietronix's knowledge of the vast array of contractual research tasks are woven and interrelated qualifies them as the sole contractor to perform these services for SRSD. The period of performance of the IGOAL contract is from October 1, 2010 to September 30, 2014. This action will extend the contract term one year. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAICS).It is the potential offerors responsibilty to monitor these sites for the release of any solicitation or synopsis. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 13,2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
