Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Garratt-Callahan for water treatment services for Heating Ventilation and Air Conditioning Equipment for the National Marine Fisheries Service Estuarine Habitats and Coastal Fisheries Center (EHCFC) in Lafayette, LA. The services would be for a base year and four one-year option periods. The EHCFC was constructed in 1998. Garratt - Callahan was awarded a contract for these services in 2012. Under that contract, Garratt-Callahan installed the control/monitoring system at no cost to the government. The control/monitoring system is owned by the contractor and does not belong to or is maintained by the EHCFC. Market research shows that no other contractor would install and maintain a new control monitoring system at no cost to the Government. The estimated cost of the installation of this system is $7,800 to $8,200. Garratt-Callahan also owns the laboratory for water testing and does not charge its customers for that service. It would not be cost effective for the Government to change to another contractor, pay for a new control monitoring system to be installed and then also maintained or pay the additional costs of water testing. The treatment system is designed to prevent scale build up within facility air conditioning chiller equipment, and as such, any time loss for equipment removal and reinstallation, along with time loss for independent laboratory testing could lead to significant scale build up within our 16 year-old chillers. Scale build up within equipment that is reaching its design life, such as ours, could lead to costly breakdowns to the air conditioning system, which would mean closing of the Facility and impeding our mission of coastal marine fisheries habitat restoration. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the water treatment services may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
