Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Tropical Prediction Center in Miami, FL., intends to negotiate on a sole source basis with Global Imaging, Inc.. for the purchase of GVAR Software Support for two GOES Satellite Systems at the National Hurricane Center (NHC) in Miami, FL for the period August 2014 - July 31, 2015 (dates are subject to date of award). It is for the System 9000 Software that controls the GVAR ingest process for the two GOES satellite systems necessary for 24x7 critical severe weather forecast operations at the NHC. The salient physical, functional, or performance characteristics that "equal" products must meet are specified below: Phone-In software assistance Electronic software call submittal Software Escalation management Remote software support License for software updates Software media and documentation Support Line - electronic support Power Patch tapes Assigned contract administrator The satellite ingest software reads the GVAR signal coming from the GOES satellite systems and creates imagery products in a variety of formats. The system has the capability to ingest all the incoming data from the GOES imager and sounder and is configurable to ingest subsets of the data. The software also interacts with the McIDAS imagery and communications software, and runs on existing linux satellite ingest workstations at the National Hurricane Center, which include proprietary cards to perform the majority of the processing required to read and reformat the GOES data. To be considered for award, offers of "equal" products, include "equal" products of the brand name manufacturer. To be considered, firms must furnish detailed information along with descriptive literature concerning their capability to provide the supply and satisfy the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this supply previously, and detailed narrative that described your facility and ability to provide this supply. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Global Imaging, Inc.Faxed information can be sent to 757-664-3845, Attn: Sharon Walker. The Eastern Acquisition Division (EAD), requires that all contractors doing business with the government must be registered with the System for Award Management (SAM) website. No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line SAM. The SAM is the single source for vendor data for the federal government. Contractors are encouraged to on-line at www.sam.gov and complete the Representations and Certifications.
