Description
FAIRVIEW AND ACKER LOOKOUT UPGRADES PROJECT The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-04N7-S-14-0054 on or about August 20, 2014 for the FAIRVIEW AND ACKER LOOKOUT UPGRADES PROJECT. Prospective bidders should visit this FedBizOpps website on or about August 20, 2014, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION: The U.S. Forest Service, Region 6,Umpqua National Forest has a requirement for the Fairview and Acker Lookout Upgrades Project, Cottage Grove and Tiller Ranger Districts, Douglas County, Oregon. The projects include but are not limited to: Fairview Lookout Tower (Cottage Grove RD): • Supply and installation of new propane heater. Remove existing propane heater, •Remove propane heater stove pipe in its entirety. Seal off roof penetration of existing propane heater on both the inside ceiling and the outside roof. Roof repair of penetration must be watertight to prevent weather damage. Match repair materials to existing surrounding material inside and outside. •Furnish and supply tubular vinyl gasket on the inside of all windows to create a weather-tight seal around windows. •Furnish and replace damaged cross members. Provide all connection bolts and timbers for complete replacement. •Replace Existing Gas Line from the Propane Tanks to the Cab with Furnished ¾" Black Steel at the Acker Lookout Tower. The gas line must be properly supported the entire length. •Install emergency shut off before the propane line enters the cab at Acker Lookout. The location of the shut off shall be accessible. Provide all fittings and appurtenances for a complete installation. Install secondary regulator. Acker Lookout Tower (Tiller RD) •Furnish and install propane heater at Acker Lookout Tower. Provide all piping and fittings from heater to the main gas line. • Furnish and install combustion air vents at Acker Lookout Tower. Project Locations: Fairview Lookout is located on the Cottage Grove Ranger District at an elevation of approximately 5933 feet. It is located approximately 30 miles by road from the city center of Cottage Grove, OR. The existing lookout, constructed in 1972, is a 14x14 foot square cabin, used as living quarters, with a 53-foot tower. It is described as a timber tower (TT), Flat Tower, also called a CT-2 Tower. One comfort station (toilet building) is located at the base of the lookout. Lookout use is as a recreation rental and for fire lookout. Acker Rock Lookout is located on the Tiller Ranger District at an elevation of approximately 4112 ft. elevation, located approximately 60 road miles from Canyonville, Oregon. Built in 1961, the lookout is seasonally staffed as a fire detection resource and is used for a recreational rental. The lookout tower is generally available for recreation rental reservation from August 1st thru November 15th. The lookout is remote. The lookout is roughly 30 miles by road from the Tiller Ranger Station. There is a turn around and parking area for the lookout. From the parking area, everything must be packed in via a moderately steep 0.5-mile hike along a forested trail to reach the lookout. The lookout is within the primary nest protection zone of the Peregrine falcon. The lookout cannot be used until the falcon has fledged The magnitude of construction for this acquisition is between $25,000 and $100,000. The Government intends to award a firm -fixed price contract. This project is 100% set-aside for Small Businesses. The North American Classification System Code (NAICS) is 238990. The size standard is 15.0 Million. A payment bond (100 percent) will be required after award. Note: prospective awardee shall be registered and active in the System for Award Management (SAM) data base prior to award. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system.
