Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background Information: The mission of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. As part of its mission, NCATS scientists screen phenotypic, cell signaling and toxicity assays against pharmacologically useful compounds. This screening enables novel biology or can lead to therapeutic leads for rare and neglected diseases. The screening data contributes to NCATS growing understanding of general principles of small molecule interactions with biological systems. Towards that end, NCATS has been assembling internal chemical libraries which aim to broadly cover all biological mechanisms known in literature or patents. Purpose and Objectives for the Acquisition: NCATS is a recognized leader in translational sciences; NCATS screens close to 20 high-throughput screens, usually in dose-response, annually. Many of these projects are advanced to initiate medicinal chemistry optimization around confirmed hits. Some of the NCATS programs have even advanced to in vivo testing. However, the cornerstone for these successful outcomes is a robust screening platform against diverse, high quality small molecule libraries. To continue NCATS' reputation as a translational science leader it is of utmost importance to acquire novel small molecule libraries that not only possess unique scaffolds when compared to our internal libraries, but also compared to what is commercially available. Project requirements: The Contractor shall provide a small molecule library that has the following attributes: • Contain unique scaffolds that are mostly unavailable from other vendors. • Library is built around biologically relevant defined sub-structures that will aid structure-activity relationship (SAR) in regards to Absorption, Distribution, Metabolism, and Excretion (ADME) properties • This collaboration furthermore includes diversity analysis of structured data (sd) files of results, Lipinsky analysis, and follow up supply and synthesis. This potential requirement is for a high quality compound collection that NCATS will use for high-throughput screening. The Contractor shall provide library of small molecules must contain the following scaffolds: • 2',4'-dihydro-1'H-spiro[azetidine-3,3'-isoquinolin]-1'-one • 8-benzyl-3,8-diazabicyclo[3.2.1]octane • 6-oxooctahydro-1H-pyrido[3,4-d]azepine-2(3H)-carbaldehyde • 4,5,6,6a-tetrahydro-3aH-pyrrolo[3,4-d]isoxazole-3-carboxylic acid • 3-hydrosulfonyl-[1,2,3]triazolo[1,5-a]quinazolin-5-amine • 6-phenyl-1H-pyrazolo[3,4-b]pyridine-4-carboxamide • 4-oxo-1,3,8-triazaspiro[4.5]decane-1,8-dicarbaldehyde • N-((1,2,3,4-tetrahydroisoquinolin-3-yl)methyl)formamide Delivery Date: It is expected that delivery will be completed within 3 weeks after receipt of order. A firm fixed price contract is contemplated. Capability Statement: Contractors that believe they possess the ability to provide the required High Quality Small Molecule Library should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. Contractors must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable NAICS Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Small Business Sources Sought Notice must be submitted electronically (via email) to Shaun Miles, Contract Specialist, at shaun.miles@nih.gov in MS Word format within 7 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending.
