Description
This Sources Sought Notice is a market research tool to determine the availability and adequacy of potential sources. This is NOT a solicitation for proposals, proposal abstracts or quotations. This sources sought announcement does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify sources with the requisite qualifications to provide the services stated herein. If a solicitation is released, it will be synopsized in FEDBIZOPPS. It is the potential sources responsibility to monitor the FEDBIZOPPS site for release of any solicitation or synopsis resulting from this announcement. All small business organizations are encouraged to respond to this notice. This requirement is assigned a NAICS code of 236220, with a small business size standard of $36.5M. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting, or subsequent clause for your specific socioeconomic category. Background: The Engineering, Maintenance and Support Services Division (EMSS) manages and provides services to the Department of Commerce (DOC) staff in support of their research, technical, and administrative programs. The facilities consist of scientific research facilities and radio transmission sites. They have approximately 30 different buildings (approx. 650,000 sq ft.), which consist of scientific research labs, clean rooms, warehouses, machine shops, maintenance shops, a central utility plant, administrative offices, and conference/auditorium facilities. The age of the facilities range from late 1950's to present day construction. Specific Contractor Experience criteria being sought: Construction/renovation of scientific research laboratory facilities; administrative facilities (offices, operation centers, and warehouses); utilities; electrical systems; water systems; sewage systems; ADA compliance requirements; safety systems such as fall protection devices/guardrails; solar/energy conservation systems; roofs; communications; security systems; radio transmission towers; HVAC systems; roads; fences; and gates. (More detail is provided below). Activities may consist of, but are not limited to: 1. Construction services including site renovations and renovations of existing labs and offices up to and including the complete strip out of selected areas and the reconstruction of new labs and offices in facilities built as long ago as the early 1950's. 2. Structural demolition and construction including foundations, concrete, steel and other materials used in the construction trades. 3. Mechanical demolition and construction including energy conservation, heating and ventilation, air conditioning, plumbing, fire protection, alarms, sprinkler systems, special mechanical systems and process systems. May include the repair, replacement, and or upgrading of mechanical systems or equipment including controls. 4. Electrical construction including power service and distribution, lighting, telephones, fire detection and alarms, security systems, electronic communications, special electrical systems, energy conservation, code analysis, and general space requirements. May include the repair, replacement, and or upgrading of electrical systems or equipment. 5. General excavation including utility systems, water systems, fire protection systems, drainage systems, roads, earthwork and paving, grading, native landscaping, irrigation, landscape, and walkways/bike paths. 6. Disassembling, reassembling and moving of laboratory/office equipment/furniture from one area to a new location and or storage during the activities described in the SOW. Proprietary information or trade secrets should NOT be submitted. The periof of performance will be for one base year with 4 one-year options, resulting in the contract performance period maximum of 5 years. The estimated total contract price for the base year and all option years for all contracts combined is $50,000,000.00. Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled "Sources Sought Information Form." The following information shall be provided: 1) Contractor Information: Provide your firm's contact information, including DUNS number and CAGE Code. 2) Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned, and/or Economically Disadvantaged Women-Owned Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Bonding Capacity: Provide your surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Locations: Identify the locations in which you are willing and capable to work. 5) Experience: Submit a minimum of three (3) and maximum of five (5) recent specific government or commercial contracts/projects your firm has self-performed to demonstrate your experience as indicated in this announcement. 6) Safety: Submit Experience Modification Rates (EMR) and OSHA Days Away from Work, Restricted Duty, or Transfer (DART) rates for each of calendar years 2011, 2012, and 2013. For any EMR greater than 1.0 or any DART rate of 3.0 or greater, provide an explanation to address the extenuating circumstances that affected the rate and any corrective actions taken. Instructions for calculating the DART rate can be found at http://www.bls.gov/iif/osheval.htm. NAVFAC may make an acquisition strategy determination that excludes contractors with unexplained high EMR or DART rates from the pool of sufficiently qualified contractors. In sections where recent experience is requested, all experience will be evaluated for market research purposes only. Please submit your response via email to the attention of the Contract Specialist, Teresa Harris (Teresa.Harris@nist.gov) no later than August 19, 2014 2:00 p.m. Eastern Day Time. Each response shall be no more than 10 single-sided, single-spaced pages (excluding the cover page), and each page shall be separately numbered. All interested contractors must be registered in SAM.gov (formerly CCR) to be eligible for award of Government contracts.
