Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background, Purpose, and Objectives The National Institute of Allergy and Infectious Diseases (NIAID), Office of Acquisitions, Acquisitions Management and Operations Branch (AMOB) is currently seeking small business sources to house, feed, and care for an estimated 300 to 500 nonhuman primates of the following species: Macaca mulatta; Macaca fascicularis, Macaca nemestrina; Cercopithecus aethiops; and any other combination of Old World and New World species. Project Requirements Offerors will also be required to conduct up to 20 procedures per month for experimental groups consisting of 4 to 12 nonhuman primates for immunogenicity and viral challenge studies of various strains including Simian Immunodeficiency Virus (SIV); Simian- Human Immonodefiency (SHIV) strains; Human Immunodeficiency Virus (HIV); Vaccinia wild type and recombinant viruses; attenuated and wild type adenoviruses, including recombinant adenoviruses; and attenuated and wild type Influenza viruses. Offerors must be able to provide secure and adequate storage and isolation facilities including dedicated, environmentally-controlled procedure and containment rooms; necessary equipment; and qualified, experienced personnel for animal care and maintenance, and procedures conducted mostly at ABSL-2 level and some ABSL-3 level of containment. In order to facilitate exchange of samples, the offeror's housing facility must be within 50 miles of the National Institutes of Health (NIH) facilities located at 9000 Rockville Pike, Bethesda, Maryland 20892. Anticipated Period of Performance It is anticipated that an award will be made on or about September 26, 2014 for the base period of September 28, 2014 through September 27, 2015 with four option years as indicated below: Option Year 1 - September 28, 2015 - September 27, 2016 Option Year 2 - September 28, 2016 - September 27, 2017 Option Year 3 - September 28, 2017 - September 27, 2018 Option Year 4 - September 28, 2018 - September 27, 2019 Capability Statement /Information Sought Capability statements must specify the offeror's business size and type, and demonstrate similar work that has been performed in the past and the dollar value of that work. Capability statements should also demonstrate the offeror's ability to fully meet the operational and facility requirements specified above, including the ability to house animals and perform procedures up to the ABSL-3 level of containment. Offerors should also possess, and note within their capability statements, the following: 1.Current AAALAC 2.International file number, 3.OPRR Animal Welfare Assurance number, and 4.USDA Class 'R' Research Registration number. Additionally, respondents must include their: 1.DUNS number, 2.Organization name, 3.Address, 4.Point of contact, and 5.Size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code identified in this notice. Capability statements must be submitted electronically to wilsonpm@mail.nih.gov by August 12, 2014 at 11:00am EDT. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
