- The U.S. Army Corps of Engineers, New England District is issuing a Small Business Set Aside solicitation for Repairs to the East and West Jetty of Menemsha Creek Federal Navigation Project, Martha's Vineyard, MA. The project is planned to be issued on or about August 25, 2014. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. The work of this project consists of repairing both the east and west jetty at the entrance of Menemsha Harbor which were damaged during Hurricane Sandy. The Menemsha Creek Federal Navigation Project (FNP) is located on the Northwestern side of Martha's Vineyard in Vineyard Sound approximately 13 miles Southwest of Woods Hole, Massachusetts, and 38 miles East of Point Judith, Rhode Island. The east and west jetty extend into Vineyard Sound approximately 575 ft and 450 ft, respectively, and provide protection to vessels transiting into Menemsha Creek FNP. Specific work tasks are intended to reconstruct severely deteriorated areas of the east and west jetty to authorized dimensions. These tasks include delivery and installation of approximately 1,000 tons of 2-4 ton armor stone (in total) to repair the jetties. New stone will replace displaced armor stone to fill in existing gaps in the jetty. Repairs will require substantial moving and re-handling of existing stones to obtain the required interlocking placement and construction tolerances. It is expected that the contractor will have to acquire stone off-island as no stone of the required dimensions is available local to the project. Due to the location of repairs and width of crest on each jetty it is expected contractor will be required to work from marine plant at least a portion of the time. Land access to both the east and west jetty is available. The completed repairs will provide a crest width of 6 ft (west jetty) or 10 ft (east jetty) for each structure, and elevations ranging from of +7.1 ft to +12.1 ft Mean Lower Low Water (MLLW). The tide range between Mean Higher High Water (MHHW) and MLLW is 3.14 feet. Construction is expected to last 4 to 6 months and be completed between October 15, 2014 and May 31, 2015. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August 25, 2014. No telephonic, mailed, faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
