Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W912LA-14-T-7023, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-76 effective 25 July 2014). It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not listed as active in the System for Award Management (SAM) database. The following commercial items are requested in this solicitation. This combined synopsis/solicitation is being issued as a 100% Small Business Set-Aside. The small business size standard is 500 employees. The NAICS code is 333999. The Government intends to procure one (1) set of aircraft maintenance stands. If awarded, contractor shall provide fully assembled aircraft stands/cradles capable of supporting one (1) each, HH-60 aircraft. Cradles/stands shall meet and/or exceed all requirements as prescribed by Technical Order (TO) 1H-60(H) G-2-6 to lift and support the HH-60 aircraft during various maintenance activities. The stands/cradles will be manufactured using a durable, lightweight metal or other material that is capable of withstanding repeated usage at home station and deployed locations. The stands/cradles will have the ability of being safely moved and/or shifted into place by a single individual. Stands that cannot be safely lifted by one individual shall be built with casters or wheels permanently attached to aid in moving and/or positioning for use. Stands/cradles will also include sufficient jackscrews that can be manually operated and adjusted by maintenance personnel in order to lift and/or level the stands/cradles into position. Cradle-to-aircraft contact points will include a durable material that can withstand repeated home station usage and deployed weather conditions while eliminating or minimizing fuselage contact damage. The contractor shall provide with their offer, all safety/maintenance requirements, guarantees, and manufacturer warranties for each of part offered. This solicitation will result in a firm-fixed-price (FFP) type contract. The requirement will be solicited and evaluated under FAR Part 13.5, Simplified Acquisition Procedures. Contract award shall be made to the offeror whose offer will result in the best value to the Government. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors - Commercial Items, which applies to this acquisition. The following addenda apply to this solicitation: In order to be considered for award, all offers must include schematic drawings which have been stamped and certified by a qualified engineer and which indicate that the cradles/stands are capable of bearing the weight of one HH-60 aircraft. Offerors shall submit their quote on letterhead stationery and provide unit prices with their offer's grand total price. Incomplete proposals shall be rejected. Offers will be evaluated on price and technical acceptability. The Government shall not be responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer shall be deemed to be technically unacceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and the 252.212-7000, Offeror Representations and Certifications with its offer.
