Description
This announcement constitutes an RFI notice for planning purposes. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The Egress and Deceleration branch (466100D) of Naval Air Warfare Center Weapons Division (NAWCWD) is requesting industry information on existing commercial-off-the-shelf (COTS) and non-developmental item (NDI) temperature data logger devices. High temperature exposure is the primary degrading effect for the most expensive items inside aircraft cockpits, which include pyrotechnics and parachute systems. A feasibility study is being conducted on the possibility of installing a COTS temperature data logger in aircraft cockpits with the end to gather thermal profile data of the ejection seat while in service. The temperature logger will remain in the cockpit during flight operations, but it is not expected to gather data after an ejection. The temperature data logger shall withstand and operate without loss of data when exposed to typical cockpit environment. The logger cannot interfere with avionic systems or safe aircrew operations. At a minimum, possible solutions must be able to register and record a temperature range of 30°F to +210°F, although non-operating temperatures can drop to -65°F. A compact size is desired and the power source shall be isolated from aircraft. Please provide a system description with physical and performance characteristics including attachment points, if any, and features that you feel are relevant. Pictures or photos of system are welcome. Response information of interest is indicated, but not limited to, in the following questions. 1. What are the system's dimensions and its weight? 2. What temperature range can the system withstand without malfunctioning? Register and record? 3. What environments has the item been subjected to in terms of vibration, pressure, shock, humidity, salt fog, and dust/sand? 4. Is the system susceptible to performance degradation or data loss due to electro-magnetic interference (EMI)? To what extent? 5. Does the system transmit signals? 6. What sample rate(s) can the system operate at? 7. What is the data storage capacity? 8. How accurate is the system? 9. What is the power source type? 10. What is the shelf (non-operating) life of the system? If this varies under different conditions, what is the shelf life for those conditions? 11. What is the service (operating) life of the system? If this varies under different conditions, what is the service life for those conditions? 12. How is data transferred? What is the data retrieval interface? 13. Has reliability of the system been assessed? If so, please provide it. 14. Has the system been sold, licensed, or tested by the US Government or a DoD agency? If so, please provide which organization, how was it used, and contact information for that organization if available. Indication of any government or industrial standards used to provide answers to the above questions is requested. If no standards were used please provide a description of testing conducted. Any supporting data is welcome. RESPONSE SUBMITTAL INSTRUCTIONS Any questions in reference to this RFI shall be submitted electronically to Martavia Moody-Brite martavia.moody-brite@navy.mil or Steven Shultz steven.shultz@navy.mil. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, women-owned, etc.). Small businesses that possess the required capability are encouraged to submit responses to this notice. Interested parties should respond to the RFI with the requested data and the POC to contact for any necessary clarification or additional data required by the analysis. Responses can be sent via email to martavia.moody-brite@navy.mil or via mail to: Commander NAWCWD (Code 254100D) Attn: Martavia Moody-Brite 429 E. Bowen Rd., Mail Stop 4015 China Lake, CA 93555 This RFI is issued for determining market interest, feasibility, and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. Responses to this RFI will not be returned. Information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. Availability of any formal solicitation will be announced under a separate Federal Business Opportunities announcement.
