Description
The United States Army Corps of Engineers intends to award a sole source contract to Troy Belting and Supply Company, Watervliet NY for emergency repair work associated with rebuilding a hydraulic gate cylinder at the Troy Lock and Dam. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C 2304(c)(2) and implemented by Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency to provide the required repair in order to maintain the operation of the lock in a safe manner. The general requirement includes 1) Fabricating a new rod and piston for our hydraulic gate cylinder 2) Machining and repairing existing clevis 3) Installing new spacers, packing glands and seals 4) Reassembling cylinder to include pressure testing to 1500 psi. The estimated total of the requirement is between $5,000 and $7,000. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received prior to 12:30 PM on Friday, 06 August 2014 will be considered by the Government. Any potential source would have to detail in their response that they would be able to inspect the cylinder on Monday, 11 August 2014 at 9:00 A.M. at the Albany Field Office, located at 1 Bond Street, Troy, NY and be able to submit a quote on the required work prior to 9:00 A.M. on Tuesday, 12 August 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
