Description
In support of the US Navy's Naval Sea Systems Command (NAVSEA), the Department of the Interior, Interior Business Center, Acquisition Services Directorate, Boise Branch Office, plans to issue a commercial item solicitation, evaluate offers using the best-value source selection procedures under Part 15 of the Federal Acquisition Regulation, and award a contract for three range support airplanes. The Navy requires two exclusive use, multi-engine, turboprop airplanes and one on-call turbojet airplane to support NAVSEA's Program Executive Office for Integrated Warfare Systems' (PEO IWS) Test and Evaluation (T&E) program. The base contract period is for one year with four one-year option periods. This action will be a full-and-open competition and not set-aside under any small business program. The NAICS Code is 481219, Other Nonscheduled Air Transportation, and the small business size standard is $15.0M. The Navy requires the three airplanes for the conduct of ship T&E trials off the coasts of the United States (including the Hawaiian Islands, Alaska, and U.S. territories such as Guam) or the coasts of its allies (Japan, Canada, etc.). The contractor will be guaranteed payment for daily availability for the two exclusive use turboprop airplanes. The on-call airplane will be paid as needed. All flight hours will be paid as needed. As a minimum condition for award, the contractor shall provide the necessary management, labor, and equipment for operating the aircraft from its home facility. Each exclusive use airplane shall have hard points for the attachment of government-furnished target drones (BQM-74E aerial target) and internal capability for the installation of government-furnished T&E equipment and for government personnel. An electronic copy of the solicitation will be available for download through www.fedbizopps.gov (via www.fedconnect.net) by approximately August 6, 2014. An apparent successful offeror must be registered at www.sam.gov to be awarded a contract.
