- Description
- The U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) intends to negotiate on a Sole Source basis (IAW FAR 13.5), with HME, Inc., located at 109 B Jefferson Ave, Oak Ridge, TN 37830, as the only responsible source that is capable of providing facility operations and support services for the Center for Domestic Preparedness (CDP), Anniston, AL. As the incumbent contractor, HME, Inc., is the only acceptable vendor capable of providing facility operations and support services at CDP under a bridge contract without the need for a transition period. Any other vendor would require a transition period to meet the requirements of FAR 52.222-17 Non-displacement of Qualified Workers. A bridge contract is necessary to allow sufficient time to complete the re-procurement process for a new facility operations and support services contract that has been delayed due to a GAO protest (Ref. case # B-409617.3). The anticipated period of performance is 09/30/2014 - 11/30/2014. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 561210 with a Small Business Size Standard of $38.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same services. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to James Suerdieck at james.suerdieck@fema.dhs.gov. Statements are due by COB 21 AUG 2014.
