- VA786-14-R-0289 Pre Solicitation Notice for Hemicycle Roof Drain Repair Services Houston National Cemetery, TX 77038 RFP VA786-14-R-0289 - The Contractor: Shall furnish all labor, material, equipment, and supervision to perform the following work on the Hemicycle building: Develop and execute a satisfactory method for repairing and sealing the existing roof drain inlets to prevent water seepage/leakage from damaging the exterior ceiling areas under the roof drains as indicated on the contract drawings and as described herein. B. The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): 1. BACKGROUND: a. Existing roof drain design: The 28 existing roof drains for the Hemicycle consist of a precast concrete roof drain unit (parapet/scupper drain) connected to a 2" diameter steel pipe cast inside the exterior support columns of the Hemicycle structure. The drain inlets are covered with metal grills. The drain pipe exits the precast concrete roof drain unit at a 45 degree angle until it turns vertically downward (45 degrees) inside the concrete support column. The 2" diameter pipe exits at the bottom of the support column to discharge water the outside of the Hemicycle structure. b. It is currently assumed that water is seeping/leaking through the concrete surrounding the drain inlet and between the edges of the existing precast concrete roof drain insert and the surrounding concrete due to the failure of the existing waterproofing materials surrounding the drain inlet. This water leakage is causing saturation of the concrete which in turn is allowing water to reach the exterior ceiling area under the roof. The water seepage/leakage is causing both paint and concrete damage to the ceiling area below each of the roof drains. 2. REPAIR WORK SCOPE: a. The bidders are to thoroughly investigate the existing conditions, develop a repair method, and submit a detailed proposal on how they will provide a comprehensive, long term fix for correcting the water leakage in and around the existing precast concrete drain inlets due to the deterioration of the waterproofing materials (roof coating and sealants) surrounding and covering the drain inlet. At a minimum, the work should include: (1) Eliminate water leakage in and/or surrounding each roof drain and piping to prevent water leakage from reaching the exterior ceiling area. This portion consists of the area surrounding the precast concrete drain inlet at the roof deck elevation and parapet wall, including the precast concrete drain inlet itself. This work will include as a minimum but not limited to: (a) Removing all existing loose and deteriorated roof coating(s), paint, sealants, and other surface materials down to the existing concrete roof deck, concrete parapet walls, and the precast concrete drain inlet. (b) Remove the surface materials and clean the surrounding area back to a point where the existing surface coating(s) are tightly adhering to the existing concrete and in satisfactory (watertight) condition. (c) Sand blast, bead blast, grind, wire brush, and/or power wash the concrete surface as necessary in preparation for a new application of concrete & joint sealant(s) and coating(s). Note: Concrete surface preparation shall be in accordance with the waterproofing material (sealant/roof coating) manufacturer's requirements. (d) Apply new sealants and roof coatings compatible with the existing roof deck coating system. See the information on the existing roof deck coating system below. (2) Visually inspect the full length drain piping using a remote video camera to verify all drain piping is free of obstructions. (3) Clean the drain pipes using a drain cleaning machine (power driven snake) to remove debris and scale from the inside of the existing drain piping. (4) Replace all of the drain inlet grills with new grills. The new grilles shall be aluminum or stainless steel or other acceptable material approved by the COR. Cast iron or mild steel grills shall not be used. NOTE: However, if matching or suitable replacement grills are not commercially available, the existing grills are to be fully reconditioned and a protective surface coating applied to all surfaces prior to re-installation. (5) Repair and restore the work area and the existing elastomeric coating system on the roof deck affected by the drain repairs to its original condition upon completion of the work. Contact the original roof coating vendor and manufacturer for assistance in repair/restoring the roof coating and to maintain the original roof coating warranty. (a) Roof coating material is PEDA-GARD, a pedestrian traffic coating manufactured by NEOGARD. Manufacturer's information: NEOGARD ® Division of JONES-BLAIR ® Company, P.O. Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. The contractor will have 60 days to complete upon receipt of the notice to proceed. This acquisition is for a 100% Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238160 is applicable. Please reference Solicitation Number RFP VA786-14-R-0289 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about August 6, 2014. Responses to the solicitation are due by 2:00 p.m., August 20, 2014.
