- AFRL Drawing 2014073 Load Cell Configuration Statement of Work - 10,000 Gallon Liquid Oxygen (LOX) Vessel SOURCES SOUGHT SYNOPSIS THIS SOURCES SOUGHT SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SYNOPSIS IS STRICTLY VOLUNTARY. This is a SOURCES SOUGHT SYNOPSIS to determine the availability of businesses to provide required product. The Air Force Test Center Specialized Contracting Division (AFTC/PZR) at Edwards Air Force Base is seeking sources for the Air Force Research Laboratory, Engines Branch (AFRL/RQRE), and intends to solicit and award a Firm Fixed Price contract for the fabrication and delivery of a 10,000 Gallon Liquid Oxygen (LOX) Vessel as outlined within the attached Statement of Work. Contract Number: FA9300-14-M-5023 Contract Type: Firm Fixed Price Incumbent and Their Size: N/A Method of Previous Acquisition: N/A The United States Air Force Research Laboratory (AFRL), Edwards Air Force Base, California, requires the design, fabrication, testing and inspection of a new 10,000 gallon storage vessel to be used for liquid oxygen (LOX). The Contractor is responsible for providing a complete vessel as described within the Statement of Work (SOW). The arrangement and configuration of the vessel is shown in Figure 1 of the SOW. The Contractor shall review this arrangement and use it as the basis for the design and fabrication of the vessel. The Contractor shall provide all labor, supervision, subcontracts, materials, equipment, tools, vehicles, facilities, utilities, consumables and any other required resources to design, perform material procurement, fabrication, testing, inspection, cleaning and delivery of the vessel. The vessel shall be delivered to the AFRL, Area 1-120, Test Stand 2A. Schedule - All Durations are After Receipt of Order (ARO) ASME Code Calculations 4 Weeks Shop Fabrication Drawings (1) 6 Weeks Submit WPS, PQR's for review and approval (2) 4 Weeks Complete Shop Fabrication including cleaning (3) 40 Weeks Ship Vessel to AFRL 41 Weeks Submit Final Code Data Report, As-Built Drawings, all other deliverables 42 Weeks (1) The Government Program Manager shall review and either approve or make comments within 5 working days. (2) The Government Program Manager shall review and either approve or make comments within 5 working days. No fabrication may proceed until the Government Program Manager has approved the WPSs and PQRs. (3) Prior to completion of fabrication the Government Program Manager will conduct an inspection of the vessel and witness hydro testing of the vessel at the Contractor's facilities. Special Requirements: Reference SOW. North American Industry Classification System (NAICS) Code: The anticipated NAICS code for this requirement is 332420, with the corresponding size standard of 500 employees. To assist AFTC/PZR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). The Government is seeking only qualified sources interested in providing the services identified in this synopsis. Therefore, the Government is requesting that interested businesses respond with the following information: 1) Business name and address; 2) Name of company representative and their business title; 3) Business Size and Type of Small Business (if applicable); 4) Cage Code; 5) Telephone Number; 6) E-mail address, and 7) Interested businesses should submit a brief capabilities statement document demonstrating ability to fabricate and deliver the 2,500 Gallon Hydrocarbon Catch Tank. Request that document be in bullet format. Businesses who wish to respond to this synopsis should submit responses to the Contract Specialist, Rosann D. Knarreborg, rosann.knarreborg.1@us.af.mil NLT 4:00 PM Pacific Standard Time (PST) on 15 August 2014. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
