Description
Draft SOW In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO) is conducting market research to determine potential sources for providing multiple field season technical support contractors for dockside and voyage repair contracts. The North American Industrial Classification System (NAICS) code is 336611, Ship Building and Repairing. The small business size standard for this NAICS code is 1000 employees. Small businesses are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. The nature of the work to be performed primarily involves emergency, voyage repairs (field season technical support) and miscellaneous shipboard mechanical, structural, hydraulic, and electrical repairs. Skills or tasks shall include, but not be limited to the following: ¯Welding: all positions, all types, ferrous and non-ferrous, ABS certifications ¯Ship Fitting ¯Sandblasting, Mechanical Cleaning, Surface Preparation, and Painting ¯Pipe Fitting ¯Crane Services ¯Hydraulic Systems Repairs, Service, and Troubleshooting ¯Marine Electrician Services ¯Heating, Ventilation, Air Conditioning, and Refrigeration ¯Sheet Metal and Ducting ¯Machinists and Metal Fabrication ¯Marine Deck Coverings ¯Insulation, Sheathing, and Joiner Work ¯Quality Assurance, Inspections, and Testing Performance typically occurs at a ship's homeport; however, work may occur at a Contractor's location or at a facility other than the ships' homeports in some instances. Homeports are listed below. ¯2 vessels in Newport, Rhode Island (Okeanos Explorer, Henry Bigelow) ¯2 vessels in Norfolk, Virginia (Thomas Jefferson, Ferdinand Hassler) ¯2 vessels in Charleston, South Carolina (Ronald Brown, Nancy Foster) ¯3 vessels in Pascagoula, Mississippi (Oregon II, Gordon Gunter, Pisces) ¯1 vessel in San Diego, California (Reuben Lasker) ¯4 vessels in Newport, Oregon (Rainier, Bell Shimada, MacArthur II, Ka'imimoana) ¯1 vessel in Kodiak Island, Alaska (Oscar Dyson)** ¯1 vessel in Ketchikan, Alaska (Fairweather)** ¯2 vessels in Pearl Harbor, Hawaii (Hi'ialakai, Oscar Sette) **The Fairweather and Oscar Dyson are located in Newport, OR during the winter overhaul period (typically between the months of October and February. Dates are approximate and may change year to year depending on the vessels mission requirements). Interested vendors shall be able to accommodate unexpected changes in requirements and rescheduling. This includes response to emergency repairs within 12 hours of a request. Examples of mission critical work include: ¯Hull Repairs/Superstructure Repairs ¯Hydraulic Repairs ¯Engine Repairs ¯Equipment Installation ¯Piping/Welding/Sheet Metal Repairs Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed above. A draft SOW is also attached for reference. 6.List of homeports capable of serving 7.Confirmation of access to a marine repair facility within 50 miles of the location of performance. Facilities shall possess or have available the following industrial equipment used in the fabrication and repair of vessels: ¯Welding equipment for ferrous and non-ferrous metals; ¯Jigs/work areas for fabrication of ferrous and non-ferrous metals; ¯Basic machine shop equipment (drill presses, milling machines, lathes, etc.); ¯Sandblast/spray painting equipment capable of working on large objects such as winches, cranes, small boats (30 feet in length and larger); and ¯Basic sheet metal fabrication equipment. If the facility is not owned by the contractor, this requirement may be satisfied by including a brief narrative on how the contractor would be able to perform these functions.
