Description
The National Aeronautics and Space Administration (NASA) is seeking broad information to update its market research by issuing this Request for Information (RFI) to improve its understanding of current capabilities for payload manifesting with subsequent safe return to earth. In accordance with FAR 15.201(e), the information requested is for planning purposes only and does not constitute a commitment, implied, or otherwise, that NASA will take procurement action in this matter. Further, neither NASA, nor the Government will be responsible for any costs incurred in furnishing this information. BACKGROUND: NASA Goddard Space Flight Center (GSFC) is performing market research for a potential procurement for a spacecraft and associated launch services capable of accommodating a complement of instruments on orbit for 2 years or more, followed by safe return to earth. The instrument complement consists of two instruments: an entirely passive instrument with a 21.0 m2 collecting surface area and 0.63 m3 volume; and an active instrument requiring 28 VDC power (190W) and low rate telemetry downlink with an approximate size of 2.27 m x 1.25 m x 0.53 m. The combined mass of the two instruments is on the order of 2500 kg, without contingency. Both instruments would like to be flown inside a pressurized capsule in a low earth orbit with an inclination between 51.6 and 90. This RFI is an intermediate step in identifying relevant and interested industry partners for providing the spacecraft and launch services, along with all interface activities. The main intent of this RFI is to solicit responses from industry on their current capabilities in regards to spacecraft with safe return to earth capabilities available now with detailed Requirement ICDs, technical specifications, and accommodation capacities. It is required for this RFI that industry companies who respond to this RFI show that they have current capabilities and can demonstrate flight history. DISCLAIMER: It is not NASAs intent to publicly disclose vendor proprietary information obtained during this solicitation. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. It is emphasized that this RFI is NOT a Request for Proposal, Quotation, or Invitation for Bid. This RFI is for information and planning purposes only, subject to FAR Clause 52.215-3 titled Solicitation for Information or Planning Purposes, and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information submitted in response to this RFI. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offerors responsibility to monitor these sites for the release of any solicitation, synopsis, or related documents. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All questions shall be submitted in writing to the points of contact listed below. As part of its assessment of industry capabilities, the NASA-GSFC may contact respondents to this Request for Information (RFI) if clarifications or further information is needed. Respondents will not be notified of the results of the analysis of the RFI responses. The capability statements shall be delivered with the appropriate data rights that will allow NASAs support contractor(s) to view and use the information to help in assessing the feasibility of a spacecraft/launch services. INSTRUCTIONS TO RESPONDENTS: Respondents shall address the following programmatic items: Name of company Name of corporate point of contact, telephone number, full mailing address, and e-mail address. Corporate competencies and past performance experience with regard to the development and production of similar spacecraft and associated launch services. Respondents previous experiences in building flight hardware for NASA, DoD, or private firms. Information on the respondents capabilities in reference to the attached design requirements. Back-of-the-envelope estimates of up-mass and safely returned intact payload down-mass capability. Respondents feasibility of meeting the delivery schedule. Rough order of magnitude (ROM) cost estimate for spacecraft accommodations and launch services Identify the most important cost drivers for this procurement. HOW TO RESPOND: All final submissions shall be submitted via e-mail to both points of contact listed below no later than August 29, 2014, 5:00 pm Eastern Standard Time. Files may be submitted in Microsoft Word or Portable Document Format (PDF). All responses shall include an executive summary of no more than five (5) pages. A page is defined as one (1) sheet 8 1/2 x 11 inches using a minimum of 12-point font size for text and one-inch margins. There is no limit on supporting documentation. Responses must properly mark proprietary information. NASA Clause 1852.215-84, Ombudsman, is applicable.
