Description
Hagerstown Outpatient Clinic Security Upgrades This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The NAIC code for this solicitation is 561621. The small business size standard is $19 million. ALL Quotes must be received prior to noon E.S.T on August 19, 2014 via email to the Contracting Officer. Once a quote has been submitted a conformation email will be sent back to vendor as verification of recite of quote. Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All Quotes will be sent in Microsoft word format. The contracting officer will not be responsible for technical errors with the transmission of vendors packages or the inability to open or format vendors files. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72 effective January 30, 2014. SIT VISIT : A sight visit will be authorized on Thursday August 14th at 3pm-4pm. Vendors will be allowed only two representatives per company. Vendors will sign an escorted while in the facility at all times by VA personnel. The Contracting officer and Department head will be on hand to answer questions. Quote Break Down: Vendors are required to break down their quotes by header categories as outlined in the statement of work STATEMENT OF WORK A.GENERAL INFORMATION Hagerstown Outpatient Clinic Security Upgrades. Scope of Work: The contractor shall install intrusion detection, video surveillance system and access control using Hirsch Velocity or Lenel Onguard. Background: The purpose of this project will be to upgrade security at the clinic. Type of Contract: Purchase and install. Location: Installation of equipment will be at Hagerstown CBOC, 1101 Opal Court, Hagerstown, MD 21740 B.GENERAL REQUIREMENTS The contractor will purchase components and install an access control system utilizing Hirsch Velocity software or comparable security management software. The contractor will purchase components and install a video system that will utilize the same software as above. The contractor will purchase and install an intrusion detection system. All work will be completed between the hours of 7 a.m. and 4:30 p.m. Monday thru Friday except Federal holidays. Alternate work schedules may be needed when / if installation would hinder normal operations of the facility. Alternate work schedule would be arranged with the designated Contracting Officer Representative (C.O.R.) assigned to this action.Contractor will observe all VA Medical Center Infection Control protocols. 1.Access Control System The system will be HSPD 12 compliant utilizing Dept. of Veterans Affairs PIV cards. Using Hirsch Velocity or Lenel Onguard, the contractor will install the system and place access control on the following doors: Data room, medicine room, med supply, reception, door between waiting room and clinical area. If magnetic locks are used they will have the ability to fail safe or fail secure. All doors except IT room and med room doors will fail safe. All doors fitted with card readers will have door closers installed if they do not currently have closers, except the IT room door. All doors will utilize card readers on unprotected side and request to exit sensors on the protected side. The enrollment station will be located in the coordinator's office. This workstation can be shared by the video system. Provide training to affected staff. 2.Video System All video will be recorded on a video workstation located in the coordinators office. The system will store a minimum 2 weeks of video. A separate monitor will be located in the reception office in a location specified by VA. The workstation will have a DVD drive with the ability to make copies of video or still images onto a DVD. Another monitor will be located near the stairwell showing the camera in the stairwell. Contractor will purchase and install 7 indoor cameras in the following locations: waiting room (3), data room door, side entrance, exterior of main entrance, outside of stairwell door. All cameras will be Ganz ZN D2MAP or with comparable features and capabilities. All data cable run for the video system will be yellow in color. Provide training to staff. 3.Intrusion Detection System A keypad will be installed in a location specified by V.A. Primary means of detection will be PIR motion activated 360 degree sensors in the following locations: Waiting room, Corridor by stairwell, corridor outside office 2611("side entrance"). Walk test light will be on. Door contacts will be installed on three doors leading out of the clinics. The IDS will meet the following requirements: An internal, automatic charging DC standby power supply and a primary AC power operations. An automatic reset capability following intrusion detection. A local alarm level of 80 dB (min) to 90 dB (max) within the configuration of the protected area. A low nuisance alarm rate as defined in VA Master Specifications, Division 28 Electronic Safety and Security "28 16 11 INTRUSION DETECTION SYSTEM."An integral capability for the attachment of wiring for remote alarm and intrusion indicator equipment (visual or audio). The system will be monitored by an offsite 24 hour commercial call center. Monitoring contract will be presented to VA for approval prior to finalizing. Provide training to staff. 4.Handicapped Access-Visitors Entrance The contractor will modify the visitor's entrance to make it ADA compliant. The door will have the ability to be automatically opened by a push button located on both sides of the door. 5.Maintenance/Training Project will include one year of maintenance on the systems installed. Project will also include an annual inspection and training as necessary. Also included will be one year of software support from Lenel or Hircsh. 6.Hardware Manual: A manual shall describe all equipment furnished, including: General hardware description and specifications. Installation and checkout procedures. Equipment electrical schematics and layout drawings. System schematics and wiring lists.System setup procedures. Manufacturer's repair parts list indicating sources of supply.Interface definition. Documentation of camera names, locations, IP addresses of all networked equipment and logon information. Documentation of card reader names, locations, IP addresses of all access control equipment. 7.Software Manual: Contractor will provide software manual describing the functions of all software, and shall include all other information necessary to enable proper loading, testing and operation, including: Definitions of terms and functions. Procedures for system boot-up. Description of using the programs. Description of required operational sequences. Directory of all files.
