Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.1) with PCB Piezotronics, Inc., 3425 Walden Ave, Depew, NY, 14043-2417, 716 926-8243, as the only responsible source that can provide Type 1 sound level meters for audiometer calibration. These sound level meters are for multiple Navy Military Treatment Facilities (MTFs). The requirement is for seven (7) sound level meters for various Navy commands. The meter shall be a hand-held, Type 1 sound level meter for audiometer calibration. The meter shall be capable of real-time 1/3 octave frequency analysis. It shall measure the following parameters: run time, Lmin (minimum sound level), Lmax (maximum sound level), SPL (sound pressure level), integrated Lavg/Leq (average sound pressure level), Lpk (peak sound level), TAKT3/5, TWA (time weighted average), SE (sound exposure), dose, C - A, and elapsed time in A, C, and flat filters. The meter shall function with fast and slow response and exchange rates of 3 and 5 dB. The meter shall be able to store over 2,000 Fast Fourier Transform (FFT) snapshots. The meter shall have an octave band frequency range inclusive of 13 Hz to 20kHz for the 1/3 octave. The meter shall be able to reach below 3Hz for the FFTs. The device shall be compliant with the following standards: IEC61672-1 (2002) Class 1, IEC60804 (1985) Type I, IEC60651 (1993), IEC61260 (1995) Class I, ANSI Sl.4-1983, and ANSI Sl.l1- 1985- Type lD. The meter shall have at least seven (7) hours of operation between battery charges. The meter should weigh less than 550 grams. The equipment shall include the appropriate calibrator. The equipment should come with a sturdy carrying case. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Based on the above information, the only technically acceptable system is provided by PCB Piezotronics. This acquisition is being conducted under FAR Part 12 and 13. Provisions and clauses in effect through Federal Acquisition Circular 2005-76 are incorporated. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
