Please see Questions and Answers to PR25111040. SYNOPSIS: DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide specific training for employees. This is not a request for proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government. It does not restrict the Government to an ultimate acquisition approach. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary and information submitted will not be returned. •1.0 INTRODUCTION NAVAIR University identifies recommended training for employees in a variety of disciplines. The Naval Air Warfare Center - Aircraft Division (NAWCAD) consistently pursues methods and suppliers that provide the best value to deliver effective content in support of NAVAIR University. Identifying existing courses and training frequently provides the required educational value. •2.0 BACKGROUND NAWCAD has a strategic initiative regarding improving the ability to provide autonomous capabilities to the warfighter. A component of that initiative promotes education and workforce development in the fields of Unmanned Systems, Autonomy, and Robotics. NAWCAD eagerly seeks to identify the requirements and content providers for a program of study in the aforementioned areas for NAVAIR University. If your educational institution possesses relevant and applicable content that offers a benefit to NAVAIR University and the employees served, NAWCAD requests that you provide the following information: •1. A listing of any and all degrees or certificates offered by your institution in the fields of Unmanned Systems, Autonomy, and Robotics; •2. A summary of courses contained in any degrees or certificates offered; •3. The Syllabus for each relevant course in the above mentioned areas, regardless if the content represents a portion of a formal degree or certificate •4. The possible delivery mechanisms for each course (i.e. On campus traditional, short course on campus, Web based synchronous, Web based asynchronous, short course at one or more of our sites, MOOC, etc.) •5. The cost of each course and associated delivery method. The cost could apply per pupil and/or per course as appropriate. NAWCAD also requests information regarding the manner or manners in which successful completion of the aforementioned training provides students a track to earn a formal degree from your institution, in addition to the NAVAIR University certificate. Please include any policy regarding accepting credits from other accredited academic institutions that also provide applicable content to NAVAIR University. Finally, NAWCAD traditionally emphasizes capstone projects that involve multi-disciplinary team designs within a competitive setting as a prerequisite to graduation or certificate award. NAWCAD solicits any opinions regarding this matter. All controlled unclassified and classified technical information shall be appropriately marked with distribution statements as specified in DoDI 5230.24 (Distribution Statements on Technical Documents) http://www.dtic.mil/whs/directives/corres/pdf/523024p.pdf. Refer to the attached DD254 for more information. Responses are due 18 August 2014 at 02:00 PM EST. Responses shall include the following information: 1. Company/Institution name 2. Company/Institution address 3. Telephone number 4. Point of Contact name 5. DUNS / Cage Code Number (if applicable) 6. Email address 7. Statement as to whether company/institution is domestically or foreign owned (if foreign owned indicate country of ownership) 8. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) 9. Confirmation of registration in the System for Award Management (SAM) database (if applicable). This is NOT a Request for Proposal. Interested vendors who desire to respond to this RFI are requested to submit informational papers that contain substantiating data that addresses each of the questions contained within this RFI. Information provided should be prepared in Microsoft Word format using 1-inch margins and font size not less than 11 point. Responses should be no more than 20 pages, double sided, and shall address, at a minimum, the information listed in section 2.0 items 1-5. All information shall be submitted at no expense to the Government and will not be returned. Proprietary data MUST be marked on a page-by-page basis, and will be treated as such. Verbal questions will NOT be accepted. Classified questions will NOT be accepted. Answers to questions will be posted as updates to this notice. The Government reserves the right to not address questions received after 04 August 2014. THIS IS A SOURCES SOUGHT NOTICE ONLY, and is being used as an instrument to identify potential sources that can provide the capabilities described under Paragraph 2.0 "Background". The information provided in this notice is subject to change and is not binding on the Government. NAVAIR has not made a commitment to procure any of the items discussed, and the Government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become Government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this sources sought.
