Description
This Request For Information (RFI) is being issued to find new vendors producing a replacement for the Field Artillery Ammunition Support Vehicle (FAASV) 180 amp alternator (P/N 12268305), meeting the dimensional requirements indicated in the technical data package. This RFI is the first phase of this effort. Under the second phase, the Government will request three prototypes at the vendors expense for testing. This effort will be to find a potential source(s) from the respondents who are interested in producing the alternator. All RFI responses shall answer the questions listed below and meet the technical data package requirements attached. Respondents with submissions that are determined to be adequate may be requested to provide prototypes to undergo qualifications testing at the Government's expense for possible qualification for future procurements. This effort is not a proof of design or development test effort. The respondents will be contacted within 1 month of the end date of this market survey. Upon agreement to the terms of providing prototypes, all prototypes will be returned to the vendor at the end of test with no guarantee of being in working condition (approximately 12-18 months after receipt). Respondents successfully meeting the technical data package requirements and the requirements listed in the next paragraph may be qualified as a new source(s) of supply for FAASV alternators. Respondents that are not selected or do not pass testing may go through the Source Approval Program with the Competition Management Office at their own expense. The alternator design shall provide 28.5 volts, with a maximum current of 180amps. Additionally, the design shall be able to withstand torsional vibration transmitted from the engine into the alternator splined input shaft to alleviate alternator failures. quote mark Detail A quote mark on drawing 12268305 includes the components capable of reducing torsional vibration. The alternator shall interface with voltage regulator (P/N 10947439) and rectifier (P/N 12268306). The design shall also meet the endurance and performance requirements listed on the technical data package. The United States Government (USG) acknowledges its statutory obligation (18 U.S.C. 1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified of any limitations being placed on the data. Mark only data that is truly confidential. Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal email as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: quote mark PROPRIETARY PORTION BEGINS quote mark and quote mark PROPRIETARY PORTION ENDS. 3. Disclaimer. This RFI is for a market survey. It is an inquiry intended to measure the product capability, developmental needs, and level of industry interest. Responses to this survey may affect the Government's decision to issue the subject contracts for full and open competition. This is not a pre-solicitation notice or Request for Proposal (RFP), nor will any contracts be awarded from this announcement. Additionally, this inquiry does not bind the Government to solicit for, or award any contracts. Participation in this survey from a potential offeror is solely voluntary; no reimbursements will be made to any offeror for costs associated with participation in this survey. Data submitted to the Government will not be returned, but will remain archived as part of historic records. Participation in this market survey, while important to Army acquisition planners, is neither mandatory nor is it requisite for future participation by the potential offeror in forthcoming Government solicitations. 4. Clarification of this Action. The Government is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure that technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data will be reproduced with restrictive legends in place. 5. Questionnaire. The government appreciates those Offerors who take the time to respond to the questionnaire below. The Government requests that all responses be returned by 5:00pm, on 08 September 2014. Zip files are acceptable. Emails are limited to 10Mb in size; emails in excess of 10Mb must be broken into smaller submissions. G.Does the alternator have a torsional vibration dampening mechanism suitable for providing 500 hours of operation direct-coupled to an 8 cylinder 440 horsepower diesel engine? NOTE: Parts for the mechanism must be replaceable on a bench with ordinary tools.
