Description

Intent to Sole Source Solicitation Number: N61340-14-R-0050 Notice Type: Presolicitation Response Date: 21 August 2014 Original Set Aside: N/A Set Aside: N/A Classification Code: U “ Education and Training NAICS Code: 611430 “ Professional and Management Development Training The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, intends to issue a contract to Prism Engineering Inc. under the Solicitation Number: N61340-14-R-0050. This contract will be issued on an other than full and open competition basis as only one responsible source will satisfy agency requirements. This contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fix Priced provisions for courses that provide instruction for the following course: A-702-0025- Machinery Repairman Class śC ť School Computer Numerically Controlled Machinery (35 days in length). The training provided by Prism Engineering Inc. will encompass the course scope and learning objectives of Computer Numerically Controlled (CNC) lathes, milling machines and associated equipment utilizing Mastercam Computer Aided Design (CAD)/Computer Aided Machining (CAM) Software. These services will be performed in the San Diego, CA. or Norfolk, VA. Fleet Concentration Areas (FCA). Class convenings are anticipated to be a minimum of 2 with a possibility of a 3rd class per year depending on the schedule established by the Government with an estimated throughput of no more than a maximum of 8 students per class convenings. This is an estimate and the actual number of convenings and students per class are subject to change. The Solicitation Number: N61340-14-R-0050 was originally posted as a sources sought on 12 May 2014. The NAICS Code is 611430 and the FSC/PSC is U099. This notice is not a request for competitive proposals but is intended to be a pre-solicitation notice in accordance with FAR 5.204. This notice of intent is for information purposes only. It is a notice that outlines the Governments intent to contract on a sole source basis with Prism Engineering Inc. However, sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Mr. David Miller (david.miller13@navy.mil) in an electronic format that is compatible with Word 2007, no later than 4:00 pm EST, 21 August 2014. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals but is displaying the Governments intent to pursue a sole source strategy for this acquisition.
