- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire support services, in accordance with Section 4202 of the Clinger-Cohen Act of 1996 “ a sole source acquisition under the authority of the Test Program for Certain Commercial Items as implemented by FAR 13.501(a) (1). The proposed acquisition will consist of additional contractor support services for the Naval Justice School (NJS) ™s Legalman Paralegal Education Program (LPEP). A firm fixed price sole source modification to current contract N00189-13-D-Z027 with Roger Williams University (RWU) of Bristol, RI is anticipated to satisfy this requirement. The additional support will consist of an increase to the estimated maximum quantities and amounts of the contract. Policy changes, not anticipated by the requiring activity at time of award, will result in an increase in overall LPEP recruiting numbers and enrollment for both the summer and fall 2014 semesters. The modification also will result in an increase for funding of additional required distance learning (DL) courses and mandatory general education courses well into FY 2016. The purchase of these additional courses will be spread over both contract option periods. This modification action will be effective during the option 1 period of performance from 01 January 2015 through 31 July 2015 and the entire option 2 period, 01 August 2015 through 31 July 2016. This is a supplemental requirement within the scope of work currently being performed by RWU under contract N00189-13-D-Z027. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 as well as the Test Program for Certain Commercial Items as implemented by FAR 13.501(a)(1). The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
