- The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Geospace Technologies Corporation, 7007 Pinemont Drive, Houston, TX 77040 for purchase of geophone and hydrophone with data acquisition system as specified in the details below. Market research has shown that Geospace Technologies is the sole manufacturer of the SeaArray4 Sensors which are compatible with the Government's GSX Seismic Recorders and the GSR 12 Station Portable Control Unit. Specifications for 3-axis Geophone and Hydrophone with Data Acquisition System: Four channel data loggers, GSX 4-loggers- qty 6 10aHbatteries- qty 6 4-channel sensors (3 axis geophone with hydrophone- qty 6 Floats for four channel GSX data loggers- qty 6 Three GS-ONE 10 HZ Geophones- qty 8 Four 4-channel sensors are being procured in conjunction with four 4-channel autonomous data recorders for making underwater acoustic and seismic measurements. The instruments will be used in conjunction with a fiber optic sensing system (FOSS). The FOSS is being used in testing to determine the utility of these systems for seismic and acoustic monitoring in shallow water - littoral environments. Data collected with the geophone/hydrophone sensor system will be compared with that collected with the FOSS for validation/verification purposes. The 4-channel geophone/hydrophone system will be fully gimbaled with three mutually perpendicular geophone axes. The package will be fluid-filled with precision o-rings and full water blocked wires so that it can be used to depths of 2,000 meters. It shall be less than 18 inches long and weigh less than 12 lbs. Each 4-channel unit will have 100 m of 4 pair water-block cable with connectors compatible with data logger. The geophone sensors will have a 10 Hz resonance frequency and a sensitivity of 0.500 V/ (in./s) at 70% damping. They shall have a clean band pass of 250 Hz or greater. The hydrophone will also have a 10 Hz resonance frequency and an operating depth of 1 to 250 ft. The voltage sensitivity will be 11.2 V/bar. Each data logger will be able to log data from four channels with 24-bit resolution and 8G bytes of storage per channel. The operating temperature will be at least -40 C to 85 C. It will have the capability to record data at rates from 250 to 4000 Samples per second. The internal clock will be synchronized via GPS and will be accurate to within 1 sec of UTC. It will operate on a 12 Volt battery. It will have adjustable gain from 0 dB to 36 dB with total harmonic distortion of no more than 0.0005%. It will have an anti-aliasing filter with rejection at Nyquist of 130 dB or better. It will weigh no more than 2 lbs. The system includes a 12-channel portable control unit and ruggedized laptop computer with software to control the data loggers and to read the data into files using SEG-2 or SEG-D type formats. The software will also allow for data to be read to a field database and/or hard media, such as a hard disk. The controller, laptop, and software have been purchase previously, along with six 4-channel sensors and data loggers. The equipment purchased in this order will be compatible with that purchased previously. The intent of this procurement is to award this requirement based on sole source requirement. This purchase will be made under simplified acquisition procedures in accordance with FAR 13.106-1(b). This notice is neither a request for quote nor a solicitation for offers. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, 21 August 2014.
