- NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office intends to solicit for contractor support to assist the National Defense University (NDU) Continuity of Operations Planning (COOP) Program Manager (PM) with program and mission support services on a total small business set-aside basis. The work will be performed at the National Defense University, Fort McNair, Washington, DC. The period of performance is anticipated to be for one year from the date of award. Award is expected to be made in mid-September 2014. Request for Quote N00189-14-T-2039 contemplates a Firm Fixed Price type contract. The quoter shall provide a task manager/analyst who shall be responsible for all work performed outlined in the performance work statement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart12.6 using Simplified Acquisition Procedures under FAR Part 13; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued- PAPERCOPIES OF THE SOLICITATION WILL NOT BE AVAILABLE. The Government will not pay for information received. The NAICS code is 611710 with a size standard of $15M. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. It is the quoter s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: http://farsite.hill.af.mil. The Contract Line Items (CLINS) are as follows: 0001 COOP Support. The performance work statement is as follows: 1.0 GENERAL 1.1 SCOPE The National Defense University (NDU) has a requirement for Contractor support to assist the NDU Continuity of Operations Planning (COOP) Program Manager (PM) with program and mission support services. Work to be performed by the Contractor will be in support of the NDU COOP programs identified in Section 1.2 Background, and may fall within one or more of the following Task Areas, which are further defined in Section 4.0 of this Statement of Work: - Administrative Support - Test, Training and Exercise Programs - Outreach Support - Professional Support/Subject Matter Expertise The Contractor s performance under this contract shall be in an advisory and assistance capacity to the Government, and shall not include any inherently governmental functions. The Contractor shall submit all work products in draft for review and approval by appropriate Government personnel prior to preparation and issuance in final, in accordance with the contract. The Government will make all final determinations and decisions after a critical and close review of the Contractor s work product and reasons/basis for the Contractor s recommendations. The Contractor shall not represent itself as part of NDU to outside parties. To maintain public trust, Contractor employees shall identify themselves as NDU Contractors at the onset of any communications with internal and external parties. 1.2 BACKGROUND The NDU COOP PM serves as the focal point for all NDU activities involving Continuity of Operations (COOP), Continuity of Government (COG), and Contingency Programs (Readiness). Continuity of Operations (COOP): The Continuity of Operations (COOP) PM leads NDU s effort to ensure comprehensive and consistent COOP preparedness across the University. The COOP PM coordinates the integration of Continuity preparedness capabilities and provides consistent Continuity planning guidance and assistance to staff, college and component continuity planners in identifying their essential functions and developing second level and/or supporting plans. 1.3 CONTRACTOR PERSONNEL 1.3.1 Task Manager/Analyst: The Contractor shall provide a Task Manager/Analyst who shall be responsible for all Contractor work performed under this SOW. 1.3.2 Employee Identification Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. Contractor personnel with access to the NDU network shall identify their Contractor status and Contractor name in their e-mail signature block, and shall identify themselves as Contractor personnel in any telephone communications or voice mail. 1.3.3 Employee Conduct. Contractor s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, off limits areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Defense or NDU. 1.4 SECURITY 1.4.1Clearance Required: None, however access to the NDU network will be required and the requisite public trust investigation for granting that access will be needed. 1.5 PRIMARY PLACE OF PERFORMANCE: The primary place of performance will be at NDU Fort McNair, Washington, DC 1.6 TRAVEL: The Government will not reimburse the Contractor for travel to/from or parking at the primary place of performance. Local travel costs or parking for temporary duty assignments within the local commuting area will not be reimbursed under this contract. For this contract, the local commuting area is defined as a temporary duty station outside of the primary place of performance, but within the vicinity surrounding it. If the site is a driving distance of less than 50 miles, by the most direct route, from the primary place of performance, the site is considered to be a part of the local commuting area. Contractor travel beyond the local commuting area to Norfolk, VA may be required to support this Contract. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Joint Travel Regulations (JTR). The Contractor shall be responsible for obtaining COR approval (electronic mail is required) in advance of each travel event. The Contractor shall provide documentation for travel expenses, including receipts, to support travel reimbursement upon request. 1.7 PROTECTION OF INFORMATION: Contractor access to proprietary information is required under this contract.. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination. This includes information categorized by NDU or other government agencies as: For Official Use Only (FOUO); Official Use Only (OUO); Law Enforcement Sensitive (LES); and any other identifier used by other government agencies to categorize information as sensitive but unclassified. 1.7.1 Completion of Non-disclosure Agreements may be required and if presented to the contractor, must be executed before access to certain information is granted. The Contractor agrees that any violation of the certifications or restrictions of this condition of non-disclosure shall constitute a material and substantial violation of the terms, conditions and provisions of the contract and that the Government may, in addition to any other remedy available, terminate this contract for default. 1.7.2The Contractor shall not release any information to the public without prior approval of NDU. 1.8 INTELLECTUAL PROPERTY: All Contractor developed processes and procedures and other forms of intellectual property developed during this contract shall be Government property. 1.8.1 All documentation and electronic data and information collected by the Contractor and generated in support of this contract shall be Government property, and shall be returned to the Government at the end of the performance period or when requested. 2.0 Equipment For Use by the Contractor: The government will provide one government issued laptop to the Task Manager/Analyst. Additional Government furnished information and property may be issued. All government property issued must be returned in order for the Contractor to receive payment on the final invoice. 3.0 CONTRACTOR FURNISHED PROPERTY: The Contractor shall furnish all other materials, equipment, and services to fulfill the requirements of this contract, except for the Government Furnished Property specified in this Statement of Work. 4.0 REQUIREMENTS/TASK AREAS. The Contractor may be tasked to perform work in any or all of the following Task Areas: 4.1 Administrative Support 4.1.1 The Contractor shall facilitate, plan, organize and coordinate meetings, and working group sessions. The Contractor shall make arrangements for meeting space, audio-visual needs and logistics for these functions, in accordance with agency policy. 4.1.2 The Contractor shall draft briefings, charts, briefing books, talking points and decision papers. 4.1.3 The Contractor shall draft meeting strategies or memorandums for record which identify major issues addressed, actions assigned, and any outstanding issues requiring resolution. 4.1.4 The Contractor shall provide documentation, implementation, operational and professional support to assist plan development activities for NDU staff, colleges and components. 4.1.5 The Contractor shall assist NDU in planning training seminars. 4.1.6 The Contractor shall assist NDU with filing requirements which may include electronic filing. 4.2 Test, Training and Exercise Program 4.2.1 The Contractor shall assist NDU to develop comprehensive Test, Training and Exercise programs that incorporate a series of sequential, situation-specific test, training, exercise and orientation events. 4.2.2 The Contractor shall prepare and/or maintain a Master Training Plan that articulates and lays out a comprehensive and progressive training program to accomplish all stated goals and objectives. 4.2.3 The Contractor shall prepare and/or update a Five Year Training and Exercise Schedule. 4.2.4 The Contractor shall assist with the development, execution, and evaluation of test, training, exercise, orientation, and familiarization events and activities in accordance with the Master Training Plan. 4.2.5 The Contractor shall assist NDU in implementing lessons learned as derived from training and exercise evaluation and feedback. 4.2.6 The Contractor shall provide support planning, coordinating, conducting, reporting, and evaluating the following: Internal and external COOP and COG tests, training, orientation, familiarization, and exercise events, emergency relocation tests. 4.2.7 The Contractor shall assist in the design, development and execution of tabletop workshops and war-games. 4.3 Outreach Support The Contractor shall assist NDU, colleges and components to support public education and outreach initiatives to educate the public and other stakeholders about NDU s COOP programs. 4.3.1 The Contractor shall develop training; providing outreach relating to tests or exercises; information dissemination through means such as NDU websites, e-mail subscriptions, graphics, audio/visual displays, etc. 4.3.2 The Contractor shall develop manuals, pamphlets, and user guides for distribution to stakeholders. The Contractor shall design outreach materials such as informational pamphlets and brochures 4.3.3 The Contractor shall develop briefings and other materials in support of COOP outreach. 4.3.4 The Contractor shall assist with awareness campaigns as needed. 4.4 Professional Support/ Subject Matter Proficiency: The Contractor shall provide consultation, professional advisory support, independent verification and validation, deliberation and other analysis support functions to include but not limited to the following. 4.4.1 The Contractor shall provide strategic or operational advice, assistance and facilitation services in the development of plans at all levels. 4.4.2 The Contractor shall research emerging technologies and make recommendations for information technology software, systems, Command and Control, and Telecommunications Engineering and Support systems as it relates to COOP. Examples of support may include: 4.4.2.1 Broadcast industry experts in support of alert and warning. 4.4.2.2 Radio, satellite or cellular industry experts. 4.4.2.3 Information technology security experts. 4.4.3 The Contractor shall research and identify applicable and emergent policy for NDU continuity programs and interoperability with other contingency programs. 4.4.4 The Contractor shall research and coordinate with the larger continuity community to support NDU plan development. 4.4.5 The Contractor shall provide analysis support functions, which include surveys or inventory and evaluation of conditions/capabilities in the field. Examples might include inventories of communication equipment, investigation of alternate sites, etc. 4.4.6 The Contractor shall research, collect data, draft and recommend updates to existing plans and procedures, techniques, methods, checklists and processes to support program initiatives and incorporate best practices, and changing guidance. 4.4.7 The Contractor shall perform fact-finding, data collection, and research to provide support in the review of existing risk mitigation plans, and recommend updates and draft strategies for addressing identified risks. The Contractor shall draft and make recommendations on a proposed risk mitigation plans to reflect emerging information and issues, while tracking the effectiveness of strategies designed to mitigate identified risks based on research and best practices.. 4.5 Deliverables -4.5.1 Advance and develop the existing NDU COOP plan by integrating multiple inputs received over the last year in order to publish a functional/workable plan developed in accordance with DOD and national COOP guidance including but not limited to FEMA Federal Continuity Directives 1 and 2 and other references in Section 5.0. Initial target for completion is within 90 days of contract start which may be revised based on progress reviews. -4.5.2 Provide support to components and functional leads to help them develop and publish their supporting annexes and plans. Initial target for completion is within 150 days of contract start. Progress reviews shall be held monthly at NDU. -4.5.3 Develop a complete testing, training and exercise program for the COOP plan incorporating the unique situations at the different campuses. Develop a review and revision schedule. Monitor, evaluate, and provide adjustments based on outcomes. Initial target for completion of testing/exercise program is within 180 days of contract start. Progress reviews shall be held monthly at NDU. Final completion by the end of the contract period. -4.5.4 Expand and mature the functional annexes of the plan, starting with the preparedness, alternate site and telework sections. Initial target for completion of the specified annexes above is within 150 days of contract start. Progress reviews shall be held monthly at NDU.
