SF-18 to bid on. This is an All or None posting. SOW starts on page 15. COMBINED SYNOPSIS/SOLICITATION FOR A REPORT DETAILING DATA REPORTING AND ANALYSIS OF THE INFRASTRUCTURE OF RECREATIONAL/NON-COMMERCIAL FISHING AND SHORE LINE ACCESS IN HAWAII, AMERICAN SAMOA, GUAM AND THE NORTHERN MARIANA ISLANDS. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFT50001403387. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (IV) This solicitation is being issued as a Total Small Business Set Aside. The associated NAICS code is 541990, The small business size standard is $15.0 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services: PERIOD OF PERFORMANCE: Line Item 0001 - Period of Performance; Services, non-personal, to provide all labor, equipment and materials necessary to do single lane SR100, Illumina HiSeq200 sequencing in accordance with the Statement of Work for the period date of award through Dec. 31, 2015. (VI) Description of requirements is as follows: See attached Statement of Work which applies to the reporting and analysis. (VII) Period of performance shall be date of award for the following dates. Performance Period: Date of award through December 31, 2015. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Apr 2014), applies to this acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to Donald.L.Schartz@noaa.gov or Faxed to 303-497-3163. 3. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number 4. Provide all evaluation criteria in accordance with 52.212-2 in this package. 1352.215-72 Inquiries (Apr 2010) Offerors must submit all questions concerning this solicitation in writing to Donald.L.Schartz@noaa.gov. Questions should be received no later than 3:00 P.M. MST, August 12, 2014. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) FAR 52.212-2, Evaluation -Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Lowest Price Technically Acceptable. Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency's knowledge of contractor performance, other government agencies or commercial entities, or past performance databases. 2) Price. The Government intends to award a firm-fixed price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 1) Capability to meet the requirements of the Statement of Work. • Vendor must be able to support this type of reporting and analysis. 2) Price. • Based on Statement of Work • Rental - if applicable • Licenses - if applicable • Any other associated fees - if applicable The Government intends to award a firm-fixed price purchase order on an all or none basis. (X) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (Aug 2013) An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (a) Definitions. As used in this provision- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program. "Forced or indentured child labor" means all work or service- (1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or (2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties. "Inverted domestic corporation", as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code at 26 U.S.C. 7874. "Manufactured end product" means any end product in Federal Supply Classes (FSC) 1000-9999, except- (1) FSC 5510, Lumber and Related Basic Wood Materials; (2) Federal Supply Group (FSG) 87, Agricultural Supplies; (3) FSG 88, Live Animals; (4) FSG 89, Food and Related Consumables; (5) FSC 9410, Crude Grades of Plant Materials; (6) FSC 9430, Miscellaneous Crude Animal Products, Inedible; (7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products; (8) FSC 9610, Ores; (9) FSC 9620, Minerals, Natural and Synthetic; and (10) FSC 9630, Additive Metal Materials. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. "Sensitive technology"- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). "Service-disabled veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation. "Subsidiary" means an entity in which more than 50 percent of the entity is owned- (1) Directly by a parent corporation; or (2) Through another subsidiary of a parent corporation. NOAA's National Plan of Action to address improvements in recreational fisheries is outlined in NOAA's Regional Recreational Fisheries Action Agenda for the Pacific Islands Region (PIR) for fiscal years 2014 and 2015. The PIR recreational fisheries action agendas are aligned with five broad goals to improve recreational fisheries: • Improve recreational fishing opportunities. • Improve recreational catch, effort, and status data. • Improve social and economic data on recreational fisheries. • Improve communication. • Improve institutional orientation of the Agency. This project was designed to address Goal 1: Objective 3 of the PIR Action Agenda. Specifically, Goal 1 is to improve recreational (non-commercial) fishing opportunities in each of the island areas. Objective 3 is more specific; to improve infrastructure, facilities and safety for shoreline and boat-based fishing. In this Statement of Work, the following terms apply: • "Recreational fishing" refers to all types of non-commercial fishing activities, such as purely recreational (for sport or pleasure) fishing, fishing for substance or cultural motivations as well as charter fishing (recreational fishing for hire). • "Fisherman" or "fishermen" refers to all people who engage in recreational fishing. • The Western Pacific Region recreational fishery includes non-commercial and recreational fisheries in Hawaii, American Samoa, Guam, and the Northern Mariana Islands (NMI). The term "Pacific Island Areas" refers in this document to American Samoa, Guam, Hawaii, and the Northern Mariana Islands. • The term "territories" in this document refers to American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. There is a need for NMFS to document the condition and status of infrastructure and needs for infrastructure development or improvements as well as shoreline access to support both recreational boating and shoreline access for recreational fishing throughout the Region. The need for this project was expressed at Regional recreational summit meetings, roundtables and directly from members of recreational fishing communities of the Western Pacific Region. Constituents voiced concern over poorly sited, designed and maintained boat ramps, the poor condition of associated floating dock facilities, run-down harbors, inadequate lighting, facilities and security, all of which have ramifications for public safety. Shoreline fishermen have additional concerns about the lack of parking and other changes affecting access to areas which they have customarily fished in for years. It is recognized that NMFS cannot remedy all of these issues on its own; however, the agency seeks a greater understanding of the problems and opportunities before moving forward with implementing, encouraging or coordinating improvements to benefit non-commercial fisheries. The development of a document with a clear description and identification of problems, issues, potential solutions, and responsible agencies has been requested by interested and affected fishermen. NEED FOR WORK AND CONTRACTOR'S CAPABILITY SFD requires the services of a single contractor to develop a report detailing the following: 1. Status of (location, general ownership, condition, and quality of access) 2. Infrastructure quality, sufficiency; and 3. Needs for recreational/non-commercial fishing infrastructure and shoreline access in Hawaii, American Samoa, Guam, and the CNMI with an emphasis on enhancing safety for fishermen. The Contractor should be familiar with the small boat-based and shoreline fisheries and fishing communities of the Pacific Island Areas with first-hand knowledge of trailer boating and launching fishing vessels into the ocean in at least one of the study areas under a variety of conditions. The bid should describe the contractor's experience so that the experience qualification can be determined. Accurate visual documentation of boating and shoreline access areas will be required. To achieve this task, the Contractor must have knowledge, expertise and experience with digital photography and using digital photographs in reports. The final report will be well illustrated with accurate maps and diagrams using publicly available USGS and NOAA quad charts at a 1:24,000 scale indicating boating and publicly accessible shoreline access points. This contract requires site visits to at least 80% of the public boating access locations in the Hawaiian Islands. Familiarity with GIS tools and mapping is highly desirable. The Contractor will make use of aerial survey data, mapping products and existing GIS databases to pinpoint public shoreline access points and include this information in the final report. If site visits to some areas are not feasible, the Contractor will coordinate with State, territorial and Federal offices to obtain information to develop the report covering all areas of the region where saltwater non-commercial fishing activities commonly occur. The Contractor will communicate with these agencies to determine where conflicts and negative issues of shoreline access occur and document these findings in the report. PROJECT TASKS, DELIVERABLES, AND MONITORING Task 1. The Contractor will meet with the SFD subject matter expert at a kickoff meeting to discuss the specific locations to be studied. The locations will include: small boat harbors, coastal parks, public rights of ways, and public and private marinas in four island areas (American Samoa, the NMI, Guam, and Hawaii). The Contractor will be provided with NMFS resources and assistance such as access to mapping products and fisheries contacts in the region. Task 2. The Contractor will conduct site visits to small boat harbors, coastal parks, public rights of way in the Pacific Island Areas with emphasis on the Hawaii region to document the required information. The site visits will be completed by May 30, 2015. Task 3. The Contractor will generate the electronic report that will document: • Location of public rights of way, and general locations of harbors, ramps, or marinas. Locations shall be provided in tables, and plotted on base maps. Base maps shall be coastal plots onto USGS quadrangles or NOAA coastal maps. • General description of each boat facility and condition. Include ramps, launches, boat washing areas, including safety issues and concerns. • General description of aids to navigation and condition. • General description of showers, restrooms (number/condition), parking areas (number of parking spaces, meters, etc.). • Safety and security issues: lighting/security/infrastructure condition. • Access to emergency communications and medical assistance. • General ownership status (private, state, etc.). • Needs related to small-boat and shoreline access and infrastructure related to recreational fishing including recommendations for improvements focusing on safety. Specifically, the report should include detailed sections on each of the populated, publicly accessible main Hawaiian Islands (Hawaii, Molokai, Maui, Lanai, Oahu, and Kauai), Guam, American Samoa (Tutuila, Ofu, Olosega and Ta'u Islands) and the main islands of the Commonwealth of the Mariana Islands (Saipan, Rota and Tinian Islands). When in-person site visits are not possible, the Contractor will contact appropriate fisheries agencies in State, territorial or Federal offices and utilize publicly available mapping and charting products to obtain comparable information. The final product of the contract will be a standalone report not to exceed 200 pages and provided in electronic format (MS Word and Adobe PDF) containing details pertaining to the location and quality characteristics of small-boat harbors, boat ramps, boat launching sites, private and State or Territory marinas, parking areas, wash-down facilities, fish cleaning facilities, bathrooms, showers, lighting, and security at each site. The report will document the existence, condition and need for additional aids- to-navigation for nearby channels and harbors and access to emergency communications and medical assistance. The report will include information on fishing access by shoreline fishermen, kayaks and spear fishermen including issues related to vehicular parking, security, access through private lands, government lands and changes in shoreline access over time. Boating infrastructure and shoreline access issues will be related to public safety concerns. The report will be well illustrated with color digital photographs, publicly available USGS Quads and NOAA charts and diagrams, and contain suggestions for needed improvements to all infrastructure, facilities and access points. The Contractor will identify in the report the specific State, territorial, Federal or private entity that is responsible for the maintenance and potential improvement of facilities or fishing access areas and provide suggestions for significant improvements where appropriate, i.e. harbor/ramp design, additional boat ramps, dredging, parking areas, lighting, restroom maintenance, etc. The Contractor will conduct necessary site visits, communications, documentation and digital report generation for a total amount of USD $20,000. Contractor's performance will be monitored and evaluated by SFD. The performance evaluation will be prepared according to the guidelines provided in DAO-216-13, "Evaluation of the Results of Advisory and Assistance Contracts." SELECTION CRITERIA The successful proposal will be selected based on the following criteria and relative importance: 1. Documented experience and familiarity with the recreational fisheries (non-commercial) fisheries of the four island areas and with the boating facilities in at least one of the four island areas (40%); 2. Documented relevant experience and successful past work performance related to developing reports related to qualitative assessments of physical features and use of GPS in a government report (20%); 3. Technical proposal, no more than 10 pages, that describes how the Contractor would successfully complete the project (20%); 4. The bid should demonstrate the Contractor's understanding of these issues related to recreational fisheries infrastructure and demonstrate an ability to produce detailed reports by providing at least three references willing to be contacted who are familiar with the Contractors experience and work history. SCHEDULE OF WORK The goal of SFD is to have the project completed and approved report submitted on, or before, August 31, 2015. The following is a general schedule to be followed. 1. Site visits completed by: May 30, 2015. 2. Update report of site visit completion due to NMFS by: June 30, 2015. 3. Draft final report due to NMFS for review: July 15, 2015. 4. Final report incorporating NMFS' comments due: August 31, 2015. SFD will provide the Contractor with deadlines for all tasks as mutually agreed to with the Contractor. Deadlines are subject to change. Completion of the services and deliverables for specific tasks is contingent on SFD providing its review to the Contractor in a timely manner. Delay in receipt of such information may cause unavoidable delays in deliverables under this Contract. Adjustments in work schedule and project tasks may be made by mutual consent. PAYMENT SCHEDULE Payment will be made upon acceptance of final report. GOVERNMENT-SUPPLIED MATERIALS No government-supplied materials will be provided as part of the contract. RESTRICTED OR LIMITED USE OF DATA The Contractor's final deliverables, all draft products and documents, and any working products or documents prepared as a part of this Contract are the property of the Government and may not be released or published to any individual or organization without prior written approval of SFD. Specifically, the Contractor may not publish any part of the documents being prepared as part of this Contract in any refereed scientific journal, trade publication, publicity brochure, etc., without the express written approval of SFD. All products or data furnished to the Government by the Contractor in connection with this work shall become Government property available to the public, although the Contractor shall be provided credit for Contractor's work products.
