Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price task order to CQ Roll Call Inc., against their Library of Congress FEDLINK contract, for access to their online CQ Roll Call legislative tracking services subscription. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The CQ Roll Call legislative tracking services subscription is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning October 1, 2014 through September 30, 2015. This subscription will be used by the Office of Congressional Affairs to track and analyze SSA-related legislation as it moves through Congress. It will provide up-to-date information on a daily basis about any legislation that would affect SSA and its programs. Some of the unique features included in the subscription are customized bill, federal agency, and statute tracking reports; online bill text comparison reports; email and pager alerts on bill actions and committee/agency meetings. This legislative tracking service is needed to carry out research functions that include bill and resolution synopses; amendments to bills and resolutions; committee and subcommittee actions; House and Senate floor action (including Congressional Record page references); detailed biographies of Members and descriptions of their states and districts. The subscription will include the following: CQ News CQ Schedules CQ Weekly CQ Bill Track Package (includes CQ enhanced Bill Text and Bill Text Comparisons) CQ Bill Analysis CRS Bill Digest CQ Law Track US Public Laws US Code Congressional Record CQ Member Profiles CQ Committee Markup Coverage Committee Reports Newsmaker Transcripts Congressional Transcripts CQ House Action Reports CQ Senate Watch CQ Archives CQ Budget Tracker Package CQ Homeland Security Package Congressional Testimony Federal Register CQ Custom Alerts Roll Call print: 2 receipts Roll Call PDF: 2 receipts A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice must contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 12:00PM EST on August 13, 2014. If SSA does not receive an acceptable response to this announcement by August 13, 2014, negotiations will be conducted with CQ Roll Call Inc. as the only source and a task order will be issued without any additional notices being posted.
