- Contractor Capability Statment Description: THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, AND THE TRANSATLANTIC AFGHANISTAN DISTRICT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about August 19, 2014. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 236, the cost of this project is between $5,000,000.00 and $10,000,000.00 with an expected duration of 385 days period of performance after Notice to Proceed. The United States Army Corps of Engineers has a requirement for Construction of the South Kabul International Airport (SKAIA), Utilities, Central District, Kabul Province, Afghanistan. The project consists of the design and construction of water supply, sewer collection and treatment, and electrical utility systems and supporting infrastructure improvements for the SKAIA Garrison for a build out population of 5,000. The project shall include but not be limited to the design program, site development and improvements, facilities, management, planning, materials, labor, and equipment for-site adapt building constructions and the design-Build of water, sewer and electric utilities, road and parking, site security and other features. The required construction for SKAIA is defined as providing the material, labor, equipment, and c onstruction ov e r sight for such project features as water well(s), water booster station, water storage tank, water distribution, water disinfection system, sanitary sewer collection system, lift stations and force mains, sanitary manholes, waste water treatment plant, medium voltage underground and aerial electrical distribution and connection to existing city substation, site-adapt construction of supporting building, roads and parking and other supporting infrastructure. This project is a continuation of a recent contract that was Terminated for Default. This contract is needed to complete the contract that was terminated, which means work only progressed to 65% design and some approved construction submittals. This will be 100% site-adapt, design build, Lowest Price Technically Acceptable "LPTA" procurement. Response Requirements: Complete and return the attached file titled "Capabilities Statement". Capabilities Statement must be received prior to the time and date listed on the document. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. Please be sure to submit your company's bonding capabilities. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). It does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
