Description
Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a Sole Source basis, under authority of FAR 13.106-1(b) (1), with Bruker Optics, Billerica, MA for the Repair Service of a Bruker Optics Brand Detector Module for an Energy Dispersive X- Ray Spectroscopy (EDS) Unit for the SEM Project of the Semiconductor and Metrology on am FEI Helios dual - beam SEM at NIST, Gaithersburg, Maryland. Bruker Optics, Inc. is the sole manufacturer and distributor of The Bruker Optics EDS Spectroscopy in the United States. There is no third party technical expert authorized to deliver this service. All repair parts required are exclusively sold by Bruker Optics, Finally, the Intellectual Rights and distribution of the equipment software remains exclusive to Bruker Optics. The detector module for the Bruker Optics Energy Dispersive X- Ray Spectroscopy was inspected and it was found to be defective. An immediate repair to put it back to specification is required and needs to be performed by a Factory - Trained, authorized Technical Expert. The repair parts must be OEM components only. Software- Related requirements must be supplied by the manufacturer, Bruker Optics, who has the exclusive rights to distribute. The Bruker Optics Energy Dispersive X- Ray Spectroscopy (EDS) unit for large areas of SDD and High performance processing analysis, it provides the highest quality spectra for precise analysis. Bruker Optics EDS has a very sophisticated algorithm for quantification and its unique combination of standardless and standard- based methods provides highest accuracy results in the performance and functionality in energy dispersive spectrometry for the scanning microscope. No other companies The North American Industry Classification System (NAICS) code for this acquisition 811219, with a revenue standard of 19M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 21, 2014 will be considered by the Government.
