Description
The National Cancer Institute (NCI), Division of the Center for Cancer Research (CCR), Genetics Epidemiology Branch (GEB) plans to procure on a sole source basis a 100 SNP arrays and a SNP 6.0 Core reagent kit from Affymetrix Inc., 3420 Central Expressway, Santa Clara, CA. 95051, USA. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Genetic Epidemiology Branch (GEB) conducts studies to evaluate the interaction of host and environmental factors in cancer causation. GEB's mission is to design and conduct interdisciplinary clinical, epidemiologic, genetic, and laboratory studies of persons, families, and populations at high risk of cancer. In addition to family studies, GEB conduct interdisciplinary studies in larger populations to evaluate the relevance of genetic variations in cancer etiology, where GEB investigators apply genetic and molecular epidemiologic approaches to study cancers of the lung, hematopoietic system, skin (melanoma), esophagus, stomach, and breast. Next, the GEB lab currently owns a Affymetrix Gene Chip Scanner, software necessary to read such chips, and Affymetrix GeneChip Fluidic Stations. Therefore in support of the Affymetrix platform, particularly, bioinformatics resources (ie, the development of methods of cleaning and analyzing the data, and the collective experience in bioinformatics staff in managing the enormous volume of data acquired from each chip and experiment), NCI plans to procure a 100 SNP arrays and a SNP 6.0 Core reagent kit. While there are currently other available alternative products on the market that can satisfy the global needs of this research, Affymetrix is the acknowledged worldwide leader in this genome-wide technology. Also, there is no other SNP array platform that provides the identical probe density as the Affy SNP 6.0 arrays GEB propose to order. Based on the above information, and due to the fact that the GEB laboratory has the necessary government -owned equipment needed to run Affy rather than other chip assays, NCI plans to sole source this acquisition to Affymetrix Inc. Lastly, changing to a new system will require new resources, enormous human resource start-up costs and would not be advantageous to the government. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, August 21, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
