- Wage Determination 95-0222 (Rev.35) Wage Determination 05-3033 (Rev.-13) Appendix A & B dated 21 July 14 Performance Work Statement dated 15 July 14 SF1449 Combined Synopsis/Solicitation Type III Prescribed Burn Helicopter Services FA2823-14-R-4029 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.207(a), FAR Subpart 13.5, FAR 37.101, and FAR 15.4. This announcement constitutes the only solicitation; this is a Request for Proposal (RFP). The solicitation number is FA2823-14-R-4029 Type III Prescribed Burn Helicopter Services at Eglin AFB, FL. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 (01 Jul 2014), DFARS Publication Notice 20140624 (24 Jun 2014), and AFFARS AFAC 2014-0421 (21 Apr 2014). The associated NAICS code is 481212 with a Small Business Size Standard of 1,500 employees. This solicitation is totally set-aside for small business concerns eligible under the small business program. Refer to FAR clause 52.219-6, Notice of Total Small Business Set-Aside, accessible via the internet at http://farsite.hill.af.mil. Description of Requirement: Contractor-operated and maintained exclusive use helicopter flight services to transport personnel and/or cargo in support of Government natural resource missions, as defined in the Performance Work Statement (PWS). Contractor services will include the following: a helicopter that has been inspected and approved for the mission(s) to be performed and has the ability to obtain an Interagency Helicopter Data Card within 30 days after contract award. Mission(s) to be performed include passenger and cargo transport, low level recon, external load, aerial ignition, fire suppression, water bucket use, and longline/remote hook. All Contractor furnished pilots must be able to obtain an Interagency Helicopter Pilot Card showing qualification for the mission(s) to be performed after contract award. Missions to be performed include low level recon, helitack/passenger transport, external load (belly hook), water delivery, longline/remote hook VTR (150 ft.), and aerial ignition using a PSD machine. The Government will direct aircraft to support its missions and objectives. All Services shall be performed in accordance with Federal, State, and Local government laws, regulations, policies and procedures. Period of Performance: See C9.1, Appendix 1 - Performance Work Statement dated 15 July 2014 for specific dates for the Period of Performance and Exclusive Use Period. There will be no site visit. Questions and requests for clarifications regarding this solicitation are due no later than 4:00 PM CST on 15 August 2014. Questions/requests for clarifications shall be submitted in writing via email to jonathan.post.1@us.af.mil. Responses to questions and requests for clarifications will be posted as an amendment to this solicitation no later than 4:00 PM CST on 19 August 2014. THE DEADLINE FOR RECEIPT OF OFFERS is 29 August 2014, 2:00 PM, Central Standard Time (CST). Potential offerors are advised to frequently monitor this solicitation on Federal Business Opportunities at https://www.fbo.gov/ for the posting of possible changes/amendments to the Combined Synopsis/Solicitation, Appendices or Attachments. The Government reserves the right to cancel this solicitation, whether before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Wage Determination 05-3033, Revision 13, dated 25 June 2013 and 95-0222, Revision 34, dated 19 June 2013 will be incorporated in the contract.
