- This solicitation is for full and open competition on an unrestricted basis. Any questions relating to this announcement are due 10 days from the date this notice is published. Interested parties may submit questions or comments to the Contract Specialist, Linda Hawthorne at linda.hawthorne@navy.mil. _________________________________________________________ The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit offers in accordance with FAR Subpart 13.5 Test Program for providing an Indefinite Delivery Indefinite quantity (IDIQ) non-personnel technical support services contract to analyze compressed breathing air for divers, damage control personnel, and aviators worldwide. It is anticipated that this effort will be for five years consisting of a 12 month base period with four options of 12 months each. A Firm-Fixed-Price (FFP) IDIQ type contract is anticipated. The successful offeror shall provide (a) transportable equipment for collecting gas samples from various pressure sources and (b) services for analyzing samples collected from these sources. The contractor shall be responsible for shipment of these kits to various military commands worldwide as well as providing a database to track all actions. The contracting laboratory performing the analysis shall be accredited by the American Association for Laboratory Accreditation (A2LA) or the National Voluntary Laboratory Accreditation Program (NAVLAP). Proof of accreditation or application of the accreditation shall be provided with the proposal. This requirement will be full and open competition on an unrestricted basis. The North American Industry Classification System (NAICS) Code 541380 applies. The Small Business Size Standard is $14M; PSC H999. In accordance with FAR 5.102(a)(1), availability of this requirement will be limited to the electronic medium. The Government will NOT provide hard copies (paper sets) or CD-ROMs of this solicitation. Interested parties may download the solicitation upon its issuance from the following web sites: www.fedbizopps.gov. It is imperative that interested parties review the web sites frequently for any updates and/or amendments. The incumbent on this effort is the Texas Research International, INC (TRI), under contract N61331-10-D-0008. The solicitation will be released on or about 7 Aug 2014. The anticipated Award date will be on or about 1 Jan 2015.
