- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to University of New Mexico, 609 Buena Vista NE MSC05 Albuquerque, NM 87131 for an effort entitled "Implementation of Paradigms for Survivability of Cyber-Infrastructure Backbone Networks Against WMD Attacks Over Real Network Environments." The contract scope is for research into the design/evaluation of robust counter-WMD solutions to implement novel survivability algorithms and validate their effectiveness in "live" distributed backbone networks under emulated WMD stressors. The period of performance will commence upon contract award and continue for two years thereafter. The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). UNM is the only responsible source capable of fulfilling this requirement without substantial duplication of cost to the Government that is not expected to be recovered through competition. UNM has invested and built expertise in computer network architecture decoding and design in a manner consistent with varied vendors and proprietary practices that exist in commercial and DoD backbone systems. The knowledge and computer programing code gained represents a significant base of both knowledge and programing that is in an area that is not of interest to commercial vendors and does not have other academic interests warranting its pursuit. UNM has the programming skill set available and the existing topography database along with an existing global Network Topology Description Language (NTDL) that are enabling features that are solely present at UNM. These topologies and the designs for the next generation path computational elements that were developed during phase 1 represent the entirety of the expertise and development in this field. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
