DUE DATE AND TIME CORRECTED This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a Request for Information (RFI) by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This Request for Information is published in accordance with FAR Part 15.201(e), FAR Clause FAR Clause 52.215-3 and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP), or a commitment by the U. S. Government, nor should it be construed as such. Respondents are advised that NSWCDD is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse RFI preparation costs incurred by any offeror when providing the information requested under this notice. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor this site for additional information pertaining to this requirement. The Naval Surface Warfare Center, Dahlgren Division - Expeditionary Weapons Systems Branch (G31), in cooperation with The Marine Corps Systems Command's Fire Support Systems office (PdM-FSS) is issuing this Request for Information (RFI) to assist with planning for the replacement of the Dual-Purpose Improved Conventional Munition (DPICM) capability for the artillery community. The M483A1 and M864 155mm DPICM munitions will no longer be authorized for use after 2018 because they fail to meet the 1 percent Unexploded Ordinance (UXO) criteria established by the Department of Defense Policy memorandum dated 19 June 2008 (DoD Policy on Cluster Munitions and Unintended Harm to Civilians). The Marine Corps is interested in solutions that are effective against the same target sets the M483A1 and M864 munitions are designed to engage, this includes: individual area targets dispersed over a defined area, targets whose precise locations are not known, time-sensitive or moving targets, and massed formations of enemy forces. Furthermore, in order to review possible joint development with partner nations the USMC is interested in options compliant with DoD policy and the Convention on Cluster Munitions (CCM) treaty. Solutions which are compliant to DoD Policy on Cluster Munitions but not the CCM treaty are also of interest. The written response shall reference RFI number N00178-14-Q-1013. Responses to this RFI should not exceed twenty (20) pages and must contain the following information: a. General description of the proposed technology and how it addresses the UXO criteria b. A capability statement which includes information on the type(s) of technologies discussed, range, area covered, and engagement capability c. Technology Readiness Level (TRL) of each technology, and development timeline, 1) Are there any development efforts or test activities currently underway or planned to mature your product/technology and/or assess its maturity? 2) Describe the effort required to mature your advanced prototype product/technology to a fully tested, ready for production (i.e. DOD TRL 7 or higher) in terms of development time and expense. d. Rough Order of Magnitude (ROM) Cost; cost estimates for budgetary purposes only. Responses are due by August 13, 2014. Both e-mail and mail submittals will be accepted. Mailed responses should be sent to: Debbie Frank Contract Specialist, CS20 NSWCDD 17632 Dahlgren Road, Suite 102 Dahlgren, Virginia 22448-5110 Responses should include Company Name and Sources Sought Number in the subject line, and a short synopsis which includes the following items of information; CAGE Code, Company Name, address and telephone number, email address, technical point of contact, Company Size (please specify either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, HUBZone concern, Veteran-Owned Small Business, or Service-Disabled Small Business, and Company Qualification (i.e. current producer of XXX, can meet development requirement or any other information that indicates company qualification to develop a solution). This RFI utilizes the NAICS code 332993 with a small business standard of 122 employees. Information received shall be treated as Business Sensitive and will not be shared outside Government activities and agencies without permission of the provider. All responses should be unclassified. Information and materials submitted in response to this request will NOT be returned. If responses contain proprietary data, it shall be marked appropriately. It is the respondent's responsibility to clearly define to the Government what is considered proprietary data.
