Description
The United States Forest Service, Central Oregon Contracting Area, intends to award a sole source contract to the City of Redmond and their engineering firm, Century West, for the structural pavement design for the upgrade or improvement of Taxiway Bravo at Roberts Field, the City of Redmond's municipal airport and preparation of the associated contract construction documents including drawings, specifications and cost estimate. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C 2304(c)(2) and implemented by Federal Acquisition Regulation 6.302-5, Authorized or Required by Statute, specifically under 42 U.S. Code 1856a-1, Reciprocal Fire Protection Authority, to provide contract design, drawings and specifications that will be consistent with all Federal Aviation Administration (FAA) design requirements. The general requirement includes 1) Pavement will be designed to accommodate C-130 Modular Airborne Firefighting System (MAFFS), Next Generation Airtankers and other aircraft along with projected aircraft traffic volumes as needed for safe and efficient federal operations at Roberts Field, and 2) Grade lines will be designed to provide a smooth transition to the newly constructed adjacent ramps at RAC, to provide for drainage away from these facilities and to mitigate any transition elevation difficulties to the ramps at RAC. The estimated total of the requirement is between $100,000and $250,000 This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posting will close: 15 AUG 2014. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Kevin Toombs, AQM - Central Oregon Contracting Area, USDA Forest Service, 3160 NE 3rd St, Prineville, OR. 97754, or electronically to: ktoombs@fs.fed.us. Responses must be received no later than 16:30 p.m. PDT 15 AUG 2014. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach.
