- This is a summary of the overall requirements and listing of expected deliverables REQUEST FOR INFORMATION/SOURCES SOUGHT – PERFORMANCE AND PLANNING SYSTEM SUPPORT AND MAINTENANCE REQUIREMENT FOR THE DEPARTMENT OF STATE This is a Request for Information (RFI) to accomplish market research pursuant to FAR Part 10, and to identify businesses capable of performing the work contained in the attached Draft Requirements and Deliverables Summary. The Department of State’s Bureau of Budget and Planning is seeking qualified personnel to perform technical, business process, and program management support services to: 1. Conduct and document a thorough analysis of requirements associated with enhancements to its Planning and Performance System (PPS); 2. Develop and deploy the enhancements to PPS in multiple phases; and 3. Maintain the system on behalf of the U.S. Department of State (DOS), Bureau of Budget and Planning (BP). The work is further defined in the attached Requirements and Deliverables Summary. As part of its market research, the Department of State is issuing this RFI to determine if there are qualified interested GSA Schedule contractors capable of performing the required services. The Government may use the responses to this RFI for information and planning purposes. The Draft Requirements and Deliverables Summary may or may not vary from the work scope in the final PWS.. - The anticipated period of performance is for one (1) base year and four (4), one-year options. The contractor may be required perform work at the following locations: Washington, D.C. (Harry S Truman Building) and at the contractor’s cleared facility. - The Government anticipates making a single GSA task order award resulting from any potential Request for Quotations (RFQs), although it reserves the right to make additional awards if it in the Government’s best interest to do so. - A Request for Quotations using the following Schedule(s) and SIN(s) is being contemplated: Schedule 70, SIN(s) 132-51 Information Technology Professional Services This RFI is being posted only for the purpose of identifying potential sources as part of the Department of State’s market research. No Request for Quotation (RFQ) exists; therefore, do not request a copy of the RFQ. In addition, the Department of State is not required to post any resulting RFQ on eBuy. Responses to this RFI are not considered to be quotes on which Department of State would issue Schedule orders. This RFI is being issued for information and planning purposes only and does not itself constitute an (RFQ). All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The Department of State will not pay for information received in response to this RFI. Responses to this RFI should include: 1. A general capabilities statement, which can be no longer than 5 pages in length, utilizing Microsoft Word (.doc) or Adobe Acrobat (.pdf) and written in Times New Roman 12-point font, 2. your DUNS Number 3. GSA contract number with all available SINs, 4. your business size status and any socio-economic indicators (such as HUBZone, SDVO, etc.) under each SIN 5. the company’s point of contact for the purposes of this notice, and 6. the company’s existing facility clearance level, if any. The Government will not accept telephone calls pertaining to this requirement. Do not submit pricing information in response to this RFI.
