- The Library of Congress, on behalf of the Network Development and MARC Standards Office (NDMSO), intends to issue a Contract to Index Data LLC (8 Faneuil Hall MarketPlace, 3rd Floor, Boston, MA 02109) on a Sole Source basis in accordance witn FAR Part 6.302-1, Only One Responsible Soure to provide enhanced MetaProxy software with recommended enhancements for the SRU protocol as a part of the firm fixed price contract. This contract is required to provide the necessary components. The Library of Congress has embarked on a new data format development effort, Bibliographic Framework (BIBFRAME), and needs the MetaProxy to be augmented to process SRU searches against a BIBFRAME-based database and retrieve BIBFRAME data, in addition to the MARC-based database it currently expects. These enhancements will be on the retrieval part of MetaProxy and will support and prove aspects of the BIBFRAME development. Background: Since early 2000's the Library of Congress has had installed a product called MetaProxy, that was developed by the library software company Index Data. The Library of Congress had MetaProxy enhanced via contract in 2008 (completed in 2010) and uses this universal search switchboard to filter Z39.50 and SRU searches before sending them to the Library of Congress's catalog and then filters the results returned by the catalog to enable the results to be sent to the end user in several formats. Now the Library of Congress has embarked on a new data format development effort, Bibliographic Framework (BIBFRAME), and needs the MetaProxy to be augmented to process SRU searches against a BIBFRAME-based database and retrieve BIBFRAME data, in addition to the MARC-based database it currently expects. These enhancements will be on the retrieval part of MetaProxy and will support and prove aspects of the BIBFRAME development. Objective(s): This project will enable MetaProxy to retrieve data from a BIBFRAME-based triple store data base. This will enable the Library of Congress to determine the issues and augmentations needed for the SRU standard search protocol that is maintained by the Library of Congress. The purpose is to gather information and experience concerning the natural working relationship between SRU and BIBFRAME. Knowledge sharing, both between ourselves and the public, should be a part of the outcome. The SRU protocol is used extensively by LC and the library community for information retrieval. Scope: The project will involve enhancement of MetaProxy's SRU search processing and retrieval component. It must be emphasized that there is an element of R&D involved in this project. The purpose is to end up with working software, but also to learn more about the role of SRU in combination with BIBFRAME, especially the behavior of SPARQL implementations when used in an "information retrieval" mode.
