FBO ANNOUNCEMENT: PRESOLICITATION NOTICE SUBJECT: Phosphor Imaging System SOLICITATION NUMBER: NB682040-14-03902 RESPONSE DATE: August 21, 2014 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Patrick Staines, Contracting Officer, 301-975-6335 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with GE Healthcare Bio-Systems Corporation, Piscataway, NJ, for the purchase of an Phosphor Imaging System under other than full and open competition by the authority of FAR 13.106(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only GE Healthcare Bio-Systems Corporation can meet our technical requirements. This piece of equipment will replace the current imaging analyzer that has been in use for the past 12 years and is currently inoperable. The replacement needs to provide the same or better; resolution, versatility, scanning area, and speed. The system must be compatible with our current software and supplies. Specifically no other vendor can meet the NIST requirements for: A Phosphor Imaging System with the following specifications: Complete Packsize 1 Piece Dynamic Range Five/four orders of magnitude Bit Depth 16-bit Scanning Area Phosphorimaging: 20 x 40 cm Pixel Size 25, 50, 100, and 200 μm, selectable Standard Filters IP Phosphorimaging Operating system Windows 7, 64 bit Imaging plates Compatible with FujiFilm BAS-MS-2025 imaging plates and cassettes Software ImageQuaint Scanning time Less than 3 minutes. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 21, 2014. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
