- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. FBO is the single point of entry for posting of synopses and solicitations to the internet. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) has a requirement to provide commercial and non-commercial hardware, materials, and supplies to support compelling and emergent requirements for the Littoral and Mine System Programs. The requirement is in support of, but not limited to, Landing Craft Air Cushioned (LCAC) Vehicles, Deployed Joint Command and Control (DJC2) Systems, Dive and Life Support Systems, Seal Delivery Vehicles (SDV), Expeditionary Warfare Programs, and Navy Experimental Dive Unit (NEDU) projects. A Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated over a five year period. The total ordering contract value for all of the combined awards is not to exceed $25,000,000. Each delivery order shall be competed amongst the awardees. Awardees will be required to provide bid responses to each delivery order. Delivery orders will be on a firm fixed priced basis. Upon issuance of the solicitation, the RFP will provide a sampling of comprehensive items that will be used for both evaluation purposes and initial delivery at award. The Government intends to award to the responsible offeror(s) whose offer(s) is/are Lowest Price/Technically Acceptable (LPTA). The primary NAICS code is 336611 with a size standard of 1000. Due to the various types of supports projects secondary NAICS codes may apply: 336612, 336992, 423860, 333618, 423840, 423830, 333613, 331318, 423450, 333911, 332911, 423810, 423690, 238210, 334290, 333314, 334515, 424690, 611420, 331491. Potential suppliers may be required to provide supplies from a number of systems or equipment and systems or equipment design information that are proprietary to the Original Equipment Manufacturers (OEM). The Contractor shall enter into subcontracts, Associate Contractor Agreements (ACA), or Non-Disclosure Agreements (NDA) with pertinent vendors as appropriate. An overview presentation of the supported projects and sampling of delivery order requirements will be discussed. All interested parties attending must RSVP prior to 20 August 2014 for planning purposes. Additional details of the pre-solicitation conference will be provided. The pre-solicitation conference is anticipated to be prior to September 2014. The forthcoming solicitation number N61331-14-R-0025 is to be posted on the FBO website at http://www.fbo.gov on or about 01 September 2014. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offers may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international call) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. All changes to the requirement that occur prior to the closing date will be posted to the FBO website as amendments to the solicitation. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Proposers should be advised THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT(S) WITHOUT DISCUSSIONS WITH OFFERORS.
