- Attachments RFQ w/SOW & Clauses This is a combined synopsis/solicitation for a vessel charter with crew to conduct sampling operations in the Shelikof Strait region of the Gulf of Alaska. A commercial fishing vessel will be chartered for a total of 5 days with an optional 2 charter days. An initial pre-survey meeting will occur in September 2014 to discuss details of the acoustic-trawl (AT) survey and mooring recovery operations. Meeting discussion items to address the acoustic survey data collection process will include: 1) optimization of instrument configurations for the acoustic and ancillary data collection and recording instruments, and 2) recommendations for underway-vessel survey operations (e.g., vessel speed and direction considerations as function of sea state). Important mooring recovery discussion items will include development of novel hardware and methods for use in recovery operations of the trawl-resistant bottom-moorings after they have been released from their sacrificial anchors and reached the ocean surface. The pre-survey meeting will be arranged by the government program leader(s) and contractors. The period of performance is from August 25, 2014 through September 30, 2015. The charter will occur on or about 1-20 May of 2015 for mooring recovery and related sampling operations. All trips will begin and end in Kodiak, AK. During each portion of the charter there will be up to two (2) research scientists from the Alaska Fisheries Science Center aboard the vessel, one of whom will act as Chief Scientist. The primary goal of the May 2015 cruise is to recover the moorings and conduct acoustic surveys and trawl hauls at the mooring locations (attachment A). The mooring will be recovered by activating an acoustic release and recovering the positively buoyant mooring. Once triggered, by sending a signal to the mooring's acoustic release from the NOAA-supplied deck unit aboard the vessel, the mooring will be released from its anchor weight and float up to the sea surface. The mooring is equipped with a radio beacon and we will use a government provided radio direction finder to locate the mooring at the surface. We will also conduct small-scale acoustic surveys (~ 80 nautical miles) at each mooring site, and will sample the fish assemblage at each site with the vessel's commercial midwater trawl equipped with a NOAA provided ½ inch mesh liner, which the charter vessel crew will sew into the codend. The midwater trawl catches (target size of catch is 300 adult walleye pollock) will be sorted to species, sexed, counted and measured. All interested concerns must submit a quotation and documentation by August 22, 2014 at 10:00AM Pacific time. All responses must be in writing. A Request for Quote (RFQ) with the technical specifications, clauses and attachments is incorporated as an attachment as part of this notice. This announcement constitutes the only solicitation. A firm-fixed-price order may be issued on or before August 26, 2014. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
