- This synopsis of FA852914R0002 is a notice of intent and does not constitute a Request for Proposal nor obligate the Government to award a contract. This requirement will be for an 8 year (a 1-year basic ordering period and 7 1-year option ordering periods) Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Joint STARS E-8C Aircrew Training Devices (ATD)Operations & Sustainment. The requirement will provide for both the Training System Support Center (TSSC) and the Contractor Logistics Support (CLS) to operate, maintain and support the Joint STARS ATDs which are comprised of two Weapon System Trainers (WSTs), two Navigator Training Systems (NTSs), and four Operator Work Station (OWS) Desktops. The WST and NTS are stand-alone trainers for the Pilot, FE and CSO that provide high-fidelity simulation, maximum commonality with the E-8C and independent operation. Each WST and NTS includes an on-board Instructor Operator Station (IOS) and has the capability for independent or integrated training between the WST and the NTS. The OWS Desktops provide hands-on training for CSO initially qualifying in the aircraft. The ATD is supported by the Training System Support Center (TSSC). The TSSC, located at Robins AFB GA is comprised of system resources required to support all ATD software, hardware, mission generation, database, and firmware changes. The Software Support Center (SSC) equipment within the TSSC is utilized for all ATD computer program generation, compilation, redesign, update, modification, database management, error correction, and creating/maintaining computer user profiles and automated configuration management. These services will also include various upgrades and modifications required to maintain concurrency with the operational E-8C Joint STARS aircraft. The contractor shall use established industry/government standards to operate, maintain and support the Joint STARS ATDs. The contractor shall operate and maintain a System Integration Lab (SIL) comprised of Government Furnished Equipment and shall be housed in the contractor's own facility. Solicitation is expected to be issued on or around 26 August 2014, with a response due 30 days thereafter. This will be a Full and Open (F&O) Competitive Source Selection for award of a single IDIQ award.
