- It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to the INNOVATIVE RESEARCH INC to purchase a ?Bundled software package MeltFlow-VAR and MeltFlow-ESR that provides simulation of Vacuum Arc Re-melting and Electro-Slag Re-melting processes through comprehensive analysis of electromagnetic, flow, heat transfer and phase change phenomena during the entire process for the production of cylindrical ingot? All technical questions regarding this requirement should be directed to Mr. Jeffrey Hawk at 541-541-4404, e-mail Jeffrey.Hawk@netl.doe.gov. This is considered a sole source to The INNOVATIVE RESEARCH INC because this bundled software was specifically designed and developed to model and simulate VAR and ESR melting processes of cylindrical ingots (NETL uses both processes to manufacture cylindrical ingots at the Albany site). This is the only vendor that offers for sale commercially software that provides modeling and simulation information for the VAR and ESR melting processes. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). To be considered for evaluation, offerors must quote on all items/services listed in the solicitation. If no challenges to acquire this item are received by 5:30 PM ET on August 3, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities must be submitted to lora.stumpf@netl.doe.gov no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
