Description
The Saint Lawrence Seaway Development Corporation (SLSDC) is seeking Architectural/Engineering (A/E) firms to submit a Standard Form (SF) 330 for engineering services to support designs for the installation of automated ship mooring (Hands Free Mooring or HFM) systems to be installed at Eisenhower and Snell Locks in Massena, New York. Preliminary specifications and drawings have been completed by engineers at the SLSDC for the following work at Eisenhower Lock and similar documents will completed for work at Snell Lock by October 15, 2014: cutting vertical slots that are approximately 75 feet high by 20 feet wide by 6 feet deep into the lock walls at three (3) locations, for constructing reinforced concrete abutments on top of the lock wall adjacent to each slot in preparation for the future installation of the HFM equipment, for constructing an anchored reinforced concrete lining in each slot and for installing vertical rails, anchors, pipes and conduits into the reinforced concrete slot linings. The A/E shall be responsible for reviewing the design for structural adequacy and for providing recommendations for required changes to those specifications and drawings. The work shall include but not be limited to conducting a structural condition evaluation of the lock wall monoliths at three locations on the north wall of each lock to determine the suitability to support loads imposed by the HFM systems and to perform the design computations and Finite Element Modelling as required to determine the structural adequacy of the preliminary design provided. The evaluation will include coring and/or nondestructive examination techniques as deemed necessary to gain an understanding of the physical condition of the concrete and to develop recommendations as to its suitability for the proposed loading. If remedial action is recommended pursuant to this evaluation, the A/E shall furnish a description, scope and budget cost estimate for this work. The work for Eisenhower Lock must be completed by November 15, 2014 and for Snell Lock by June 1, 2015. Applicable NAICS code is 541330 with a size standard of $15.0M. A total of three (3) hard copies and one (1) electronic copy of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each subcontractor proposed for use on the project. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; Note: All of the following evaluation factors apply to the prime and his/her team (i.e. all subcontractors that are proposed for use on this project). 1. Past Experience of the firm. Must have proven experience in the evaluation and design of concrete structures, both reinforced and unreinforced, in a marine environment subjected to freezing conditions. 2. Specialized Experience and Technical Competence in a lock and/or dam environment in the evaluation of the structural condition of existing concrete structures utilizing coring and/or nondestructive techniques and in the design of reinforced concrete structures that are subjected to immersion and freeze-thaw damage including the use of Finite Element Modelling techniques.. 3. Capacity to accomplish the work in the required time and the ability to adhere to schedules. Provide current workload capability of the firm. This will allow the Government to determine the availability of experienced personnel during the performance period of the contract as well as the capacity to accomplish the work required. 4. Past Performance on contracts with respect to cost control, quality of work and compliance with performance schedules during design and construction phases. 5. Familiarity with the St. Lawrence SeawaySystem and knowledge of the locality of the project. This requirement considers the firm's familiarity with the applicable geographic area's climatic conditions, environmental regulations and design requirements.
