- Contractor is to supply all labor, supervision, materials, tools, equipment, transportation, etc., necessary to install mechanical, electrical, feed systems, animal penning, and paint structural steel in Swine Building #81 & #82, as well as supply all necessary equipment to provide and install electronic sow feeders in same buildings, all at the UNITED STATES DEPARTMENT OF AGRICULTURE, Agricultural Research Service, Roman L. Hruska U.S. Meat Animal Research Center, Clay Center, Nebraska, in accordance with the attached specifications and drawings. This will be a supply contract with a service component for installation, and all service components must comply with the Service Contract Act wage determinations (attached). There will be a pre-proposal submission walk through meeting (site visit) at 10:00 AM (Local Time) on August 26, 2014 at the USMARC State Spur 18D, Clay Center, Nebraska 68933, contact Joe Warrick on (402) 762-4131 for information on the walk through. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotes (RFQ), and all applicable incorporated provisions and clauses will apply. This is a Total Small Business Set Aside, under NAICS code 238210 (size standard is $15 million). Please see attached Specifications & Drawings documents for full list of contract line items. All items will be FOB Destination at the USDA-ARS Clay Center Research Center in NE. The approximate completion date for the base bid and option #1 is to be March 8, 2015. The approximate completion date for options #2 and #3 is to be June 15, 2015. Please note that the provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, as well as the clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, also applies to this acquisition. Also, the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
