Description

The Wilkes-Barre VA Medical Center, 1111 East End Blvd., Wilkes-Barre, PA 18711-0030 has a requirement for VALET PARKING SERVICES FOR VA BENEFICIARIES AND THEIR GUESTS. Solicitation number VA244-14-R-1145 is being issued as a Request for Proposal (RFP). The Government intends to issue a firm fixed contract with a one (1) year period of performance, no option periods. This announcement constitutes the pre-solicitation notice. The written solicitation will be issued on August 11, 2014, and all proposals will be due on September 3, 2014. This is a PERFORMANCE BASED SERVICE ACQUISITION for commercial items and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunctions with the policies and procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25. This electronic announcement constitutes the only pre-solicitation notice being issued. The North American Industrial Classification Standard (NAICS) code is 812930, and the small business size standard is $35.5 million. This requirement is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification standard (NACIS) code. THE FIRM MUST be registered and be verified in the following websites: http://www.vip.vetbiz.gov and http://www.sam.gov to be eligible for the award. NOTE: CONTRACTORS MUST BE REGISTERED PRIOR TO AWARD. Offerors MUST ensure your registrations in these websites are accurate, complete and have not expired. The Contracting Officer is not responsible for the information contractors register, nor is the Contracting Officer responsible for registering the contractors. JOINT VENTURE INFORMATION FOR SDVOSB FIRMS: The Contracting Officer is not responsible for Joint Ventures. To qualify as a joint venture under the SDVOSB program, each party to the joint venture must be a small business, registered and one of the parties, and the managing participant must be a SDVOSB. Further determination of whether or not the joint venture is an entity that qualifies as a small business depends on the dollar value of the proposed contract. ALL REQUESTS FOR DOCUMENTS INFORMATION MUST BE IN WRITING and addressed to the Contracting Specialist via the email address below. REQUESTS FOR DOCUMENTS OR INFORMATION WILL BE RESPONDED TO. A Contractor mailing list WILL NOT be prepared nor distributed by the Contracting Specialist, as it is the Offerors responsibility to register their firm in the Fedbizopps website (www.fbo.gov). All prospective Offerors are advised that they are responsible for obtaining all proposal documents and any amendments, and should revisit the website periodically to look for updates. A Site Visit is scheduled to occur on 8-20-2014 at 11:00 AM (EST). See Part 5, within the PWS, in the applicable solicitation for more details. All questions shall be forwarded to Stephen A.
