- ATTACHMENT Notice of Intent: The USDA, ARS, MSA intends to award a sole source procurement to Li-Cor Inc., 4421 Superior St., Lincoln, NE. 68504, as they are the sole source for this particular Photosynthesis and Fluorescence System, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. Specifically, the key requirement for our research on abiotic and biotic stress (that includes precise measurement of photosynthetic potentials and chlorophyll fluorescence under greenhouse and field conditions) as related to aflatoxin contamination is the availability of a sensitive, portable Photosynthesis System. Based on our research requirements LI-COR's LI-6400XTR Portable Photosynthesis System is the ONLY System that meets our research need as detailed below: • LI-6400XTR Photosynthesis System has a user-cleanable optical bench, which reduces down-time due to contamination, eliminates the need for factory recalibration, and saves time and labor. • It possesses remote control capability enabling to be controlled, and project real-time data, from another computer via the internet. The operating scientist can diagnose instrument or experimental problems via the internet from anywhere in the world. • This system not only measures but also controls CO2 and H2O at the leaf with a very fast and stable feedback control of CO2 and H2O at the leaf as a result of the unique fast response CO2 and H2O Infra Red Gas Analyzers built into the mixing volume of the leaf cuvette. LI-6400XTR Photosynthesis System is the ONLY known vendor source with this capability that we need for our research • The instrument's analyzer is stable within minutes of turning on the instrument, allowing the scientist to take measurements right away. • This system provides the saturating light pulses to 7000 µmol m-2 s-1, over 2 cm2 with high uniformity (< 10% variation over 90% of area). This flash intensity is adequate to saturate under many conditions (e.g. greenhouse, growth chamber, shaded leaves). LI-6400XTR Photosynthesis System is the ONLY known vendor who provides light pulses up to 7000 µmol m-2 s-1, over 2 cm2 with high uniformity. New Multiphase Flash protocol allows the scientist to estimate saturation yields under difficult to saturate conditions (e.g. field-grown leaves). The instrument also provides a method for estimating saturation yields under difficult to saturate conditions. • System components of the LI-6400XTR include the console and measurement head with the standard clear leaf chamber (6 cm2) with internal PAR sensor, 6400-01 CO₂ Injector System, 9901-013 External Quantum Sensor, 6400-02B Red/Blue LED Light Source, and the 6400-40 Leaf Chamber Fluorometer. The system also includes four rechargeable batteries, battery charger, RS-232 serial cable, RS-232 to USB adapter, compact flash card, Ethernet adapter card with cable, Windows® software, field stand, spares kit, instruction manual, carrying case, and 25 12 g CO2 cylinders. Three day gas exchange and fluorescence training for two people. The LI-6400XTR is warranted by LI-COR for one year, this warranty can be extended up to five years. The five year warranty covers parts and labor for five years. In addition this warranty provides priority service, two free recalibration, free returning shipping, and 15% on all consumables and spare parts. • Training on site The Government intends to award a firm fixed price Purchase Order on or about August 26, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 25, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
