Description
The United States Property and Fiscal Office for Massachusetts, 104th Fighter Wing, located in Westfield, Massachusetts intends to issue a Request for Proposal (RFP) to award a firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to complete the following companion projects; Renovate Aircraft Maintenance Hangar (AXQD082415) and F-15 Shop Addition (AXQD129074). Both projects are at Barnes Air National Guard Base, Westfield, Massachusetts. These companion projects will meet a USGBC LEED Silver Certifiable level of construction. This project was previously advertised under solicitation number W912SV-14-R-0003. Corrections to the drawings and specifications have been made and will be released with the solicitation. This project work includes, but is not limited to the following: CONSTRUCT F-15 SHOP ADDITION. The work includes the construction of the 6,000 SF F-15 Shop Addition to Hangar 15 at Barnes Air National Guard Base, Westfield, MA. Work includes, but is not limited to, site work, utilities, structural steel framing, HVAC, plumbing, electrical and communications systems and fire protection. Minor demolition to the existing roof of Hangar 15 is expected where the addition roof connects. This project contains five optional line items to include; 1) translucent panels, 2) interior finish painting, 3) casework, 4) marker boards, projection screens and tack boards, and 5) IR heaters. RENOVATE AIRCRAFT MAINTENANCE HANGAR. The work includes the demolition of Boiler House that is approximately 1250 SF. The work also includes renovation, repair and construction in existing Hangar 15, including but not limited to, site improvements, hangar door replacement, energy upgrades, fire suppression, asbestos abatement, lighting improvements and incidental related work. This project contains three optional line items to include; 1) hangar floor coating, 2) wall cabinets, marker boards, projection screens and tack boards, and 3) temporary facilities. Hangar 15 is known to contain asbestos and lead based paint. Four sole-source requirements are anticipated: 1) Advantor Systems, electronic entry control systems, 2) Monaco Systems, fire alarm control panel and alerting components, 3) Best Access Systems, door hardware keying systems, and 4) Invensys, direct digital controls. Justifications will be included with the solicitation with further details regarding the sole-source and/or brand-name. Magnitude of this project is between $10 and $25 Million. Construction/contract completion time is 550 days after notice to proceed to include inspection and punch-list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million. This action is being procured as a 100% Small Business Set-aside. The tentative date for issuing the solicitation is on or about 25 August 2014. The tentative date for the pre-proposal conference is on or about 8 September 2014 at 0800 hours. The tentative date for receipt of proposals is 24 September 2014. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. Lowest price technically acceptable source selection processes and techniques will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include technical, past performance, and price. The Government intends to award without discussions. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) were migrated to System for Award Management (SAM). FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
